Questions Received in Response to HT9425-24-R-0047

The questions received by the Government are identified with the letter “Q” and numbered sequentially. The corresponding Government responses (answers) are identified with the letter “A” and assigned the same sequential number.

Q1: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

If not brand new, could you please provide the current / previous contract number?

A1: As stated on pages 2 and 12 of the Combined Synopsis/Solicitation (RFP), this requirement is a follow-on to contract W81XWH-18-P-0188 and subsequent bridge contract number HT9425-24-P-0056 with Anaqua, Inc.

Q2: This one has to do with one of the “No go” criteria. I want to make sure we are reading it correctly.

Are you saying that if we do not have an on-premises offering, we should not bother to bid?

A2: Any proposal submitted without an on premises solution will be excluded from the full technical evaluation and removed from award consideration. Failure to provide an on premises solution would be a “No-go” IAW the Go, No-go criteria in the RFP.

Q3: Regarding Attachment 1: Performance Work Statement (PWS) 3.1 (b): Is USAMRDC able to support non-Microsoft server based applications?

A3: USAMRDC’s standard operating system is Windows Server 2019 STD. We are not resourced to support any other server operating systems and, therefore, we cannot accept non-Microsoft server based applications.

Q4: Regarding Attachment 1: PWS 3.2 (f) (ii): Can USAMRDC please provide additional details around the types of data that would need to be imported?

A4: The data imported will be from the existing system as well as from the local drives.

This data could be in Excel, Access, Word and PDF.

Q5: Given the large number of requirements and complex IT requirements, can the USAMRDC please extend the due date for this solicitation by two weeks?

A5: Due to fiscal year end limitations we can only extend to Monday, August 5, 2024 by 8:00am ET.

Q6: If a hosted-solution is selected instead by the US Army, can you outline the process to work with the ISSM to ensure the contractor system will be added to the DHA approved product list?

A6: If a vendor-hosted solution is chosen, the vendor would need to coordinate with the USAMRDC Senior ISSM who would further coordinate with DHA to determine whether their product is suitable for addition to the DHA APL.

Q7: Regarding Attachment 1: Performance Work Statement (PWS) 5.2.d - Can the government provide a list of current reports required or at least enumerate in advance of the project kickoff?

A7: We can enumerate prior to project kickoff.

Q8: Regarding Attachment 1: PWS 5.3.d - Can the government provide an estimate of the data volume required for validation in step 5.3.d?

A8: As stated under PWS 5.3(b), in total, the Government estimates approximately 25,000 records will need to be electronically or manually reviewed and corrected (if necessary) for transition into the new system.

Q9: The RFP mentions 25,000 records that will need to be migrated into a system. Can you break down the volumes by record type (Invention, Active Patent, Inactive Patent, Agreement / CRADA, etc)?

A9: Invention records: approximately 2,041

Patent (active/inactive): approximately 4,302

Agreements (all types): approximately 10,047.

Q10: Regarding Attachment 1: PWS Paragraph 5.3 - Can the government please inform vendors as to where USAMRDC data is currently stored? Is all data within one central repository or are there multiple sources of data?

A10: There are multiple sources but the main source is currently our database.

Q11: Can the Government provide a separate copy of the Non-conformance Report Worksheet – we were unable to open this directly.

A11: The Non-conformance Report Worksheet has been added as Attachment 2a. to this SAM.gov posting

Q12: May the contractor assume that each individual offer is limited to the 55-page non-Pricing page limit?

A12: Please refer to Section 5.2. (page 3) of the Combined Synopsis/Solicitation (RFP) for those sections of the non-cost/price proposal that are excluded from the 55 page limit.

These sections include: Table of Contents; Title Page; Contractor POC Cost Page; Task 1 Draft Plan, etc.

Q13: Does the Small Business Subcontracting Plan get submitted at the time of proposal, or after the award contract is given? If needed now, do you have a template for this plan?

A13: The Small Business Subcontracting Plan is a requirement of the non-cost/price proposal and is due at the time of proposal submission. There is no required template for this plan.

Q14: We have some questions on the deliverables. Please let me know if the following plans are required:

o Implementation Plan o Training Plan o Data Migration/Validation –can you clarify the volume and type of data?

o Task 1 Plan o Quality Control Plan –If so, is there a template?

o Past Performance References

A14: All Offerors are required to submit all of the above listed plans at the time of proposal submission as they are mandatory elements of the non-cost/price proposal. There is no required template for the Quality Control Plan.

Regarding Data Migration/Validation, the data to be imported will be from the existing system in a format that OSJA will advise the current system that it needs to be in as well as from the local drives. This data could be in Excel, Access, Word and PDF.

The following provides a rough estimate of the anticipated volume of records/data:

Invention records: approximately 2,041; Patent (active/inactive) approximately 4,302;

Agreements (all types) approximately 10,047.
