About this file

This document is Amendment 0001 to Solicitation HT941026QE044, issued by the Defense Health Agency (DHA) on September 14, 2026. The amendment provides clarifications to two key questions received from potential offerors regarding the Performance Work Statement (PWS) requirements for a clinical diagnostic specimen and medical supply courier service contract.

The amendment addresses two substantive issues: First, regarding the mandatory two-year experience requirement for handling and transporting clinical diagnostic specimens and supplies, DHA clarifies that the quoter/company must possess a minimum of two years of direct experience in this specific service area, and DHA references the Addendum to 52.212-1 (located on page 74 of the posted Solicitation document) for detailed instructions on this requirement. Second, concerning Hawaii operating authority, DHA clarifies that it does not require the contractor or drivers to possess Hawaii Public Utilities Commission (PUC) property-carrier authority; however, the contractor and its drivers must comply with all applicable State of Hawaii Department of Transportation (DOT) and PUC requirements. The offer due date and time remain unchanged, and all other terms and conditions of the solicitation remain unmodified.

SUMMARY OF CHANGES

The purpose of this amendment is to provide answers to questions received. The offer due date and time Block 14 (Description of Amendment/Modification):

remain unchanged. All other terms and conditions remain unchanged.

Q1: Two-Year Experience Requirement: The PWS states that the contractor must have a minimum of two years of experience handling and transporting clinical diagnostic specimens and supplies. Is this a mandatory requirement that the bidding company itself must have previously performed this specific type of medical courier service for at least two years, or can an experienced transportation/logistics company qualify by demonstrating its operational experience and having its personnel complete all required medical specimen handling, CFR, HIPAA and other required training prior to performance?

A1: Please thoroughly review the instructions contained in the Addendum to 52.212-1 (starting on pg 74 of the posted Solicitation document). The quoter/your company must have a minimum of 2 years experience in handling and transportation of clinical diagnostic specimens and supplies.

Q2: Hawaii Operating Authority: Does DHA require the contractor or its drivers to possess Hawaii PUC property-carrier authority for this contract, or may an otherwise legally authorized Hawaii transportation operator perform the service under applicable Hawaii DOT requirements?

A2: DHA does not require the contractor or its drivers to possess Hawaii PUC property-carrier authority for this contract. However, the contractor and its drivers must abide by all State of Hawaii DOT and PUC requirements.
