Questions and Responses

Combined Synopsis Solicitation No.: HT941026QE027

Critical Water Testing Services in Support of Twentynine Palms Naval Hospital, CA

Date: 27 AUG 2026

1) The combined solicitation lists CLIN 0007, Total Dissolved Solids, as 13 tests for the base year, while Attachment 2 Pricing Quote Sheet appears to list a quantity of 4. Please confirm the correct quantity to be priced.

RESPONSE: The correct quantity is 13. The document will be updated; however, you can update your copy of the Quote Pricing Sheet.

2) The combined solicitation lists CLIN 1010, Magnesium, as a quantity of 3 for Option Year 1, while Attachment 2 Pricing Quote Sheet appears to list a quantity of 4. Please confirm the correct quantity.

RESPONSE: The correct quantity is 4.

3) Please confirm whether the quantity of 12 under Courier Sampling & Processing represents 12 scheduled on-site sampling visits per contract year, and whether any emergency sampling/retesting required by the SOW would be in addition to those 12 scheduled visits.

RESPONSE: Yes, I confirm that the quantity of 12 under Courier Sampling & Processing represents 12 scheduled on-site sampling visits per contract year. NO emergency resampling is required at this time; however, it may be required in the future and if so it will be incorporated into the contract via an in scope modification to the contract.

4) The SOW states: “Use SM9215B Heterotrophic Spread Plate method.” Our laboratory partner has advised that SM9215B is the Pour Plate Method, while the SOW specifically references a Spread Plate method. Could you please confirm whether the requirement is for SM9215B Pour Plate or for a Spread Plate method?

RESPONSE: Per ST108 either the spread Plate or Pour Plate Method can be used to meet testing requirements: “Three different methods, using three different types of media, can be used to perform a heterotrophic plate count: spread plate, pour plate, and membrane filtration.” Reference: ST108 - 3.37 heterotrophic plate count HPC

5) For the testing of chloride, hardness, pH, and conductivity, can these analyses be performed in the field, or is laboratory testing required?

RESPONSE: the ST108 doesn’t specify how the testing of chloride is conducted. Note that Chloride can can be testing in the field and/or in the laboratory.

6) It also references signed copies of amendments, with the number of copies to be shown on the SF 30. RESPONSE: There were no SF 30 amendment documents posted as a result there are no documents to sign and return.

7) However, we were unable to locate the referenced Administrative Coversheet or applicable SF form in the solicitation documents currently posted on SAM.gov.

RESPONSE: Your company is creating the administrative cover sheet as a part of your proposal.

8) Could the Government please confirm whether there is a separate Administrative Coversheet or Standard Form that offerors are required to complete and submit? If so, would you please provide or post the applicable form?

RESPONSE: Because this requirement was done as combined synopsis word document, there is no SF 30 to return with your quotes.
