About this file

This is a Questions and Answers document for RFQ HT941026Q2079, a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside procurement for manufactured supplies under NAICS 339112. The acquisition involves equipment manufactured internationally by Interacoustics for delivery and installation at Naval Medical Center San Diego (NMCSD).

The document addresses two key clarifications. First, regarding the Non-Manufacturer Rule (NMR), the Government confirmed that because the total estimated acquisition value is at or below the Simplified Acquisition Threshold (SAT), neither an SBA Class Waiver nor a contract-specific waiver is required, and eligible SDVOSB offerors may provide the requested internationally manufactured equipment. Second, concerning base access, the Government clarified that contractor personnel performing on-site unboxing and installation are not required to hold active Defense Biometric Identification System (DBIDS) credentials prior to delivery. Instead, NMCSD will sponsor temporary base access and visitor day passes, contingent upon the contractor providing required security vetting information (such as SECNAV 5512/1 forms or personnel details) at least 3-5 business days prior to the scheduled delivery and installation date.

Questions and Answers RFQ HT941026Q2079

1. Non-Manufacturer Rule Waiver: This acquisition is a 100% SDVOSB set-aside for manufactured supplies under NAICS 339112. Since the requested equipment is manufactured internationally by Interacoustics, will the Government confirm if a Small Business Administration (SBA) Non-Manufacturer Rule (NMR) Class Waiver applies to this specific procurement, or if a contract-specific waiver will be processed?

Non-Manufacturer Rule (NMR) does not apply to small business set-asides where the total estimated value is at or below the Simplified Acquisition Threshold (SAT). Because this acquisition is under the SAT, an SBA Class Waiver or contract-specific waiver is not required, and eligible SDVOSB offerors may provide the requested equipment.

2. DBIDS Base Access Coordination: Reference Page 3, Delivery and Installation. Will the Government confirm if the contractor personnel performing the on-site unboxing and installation are required to hold active Defense Biometric Identification System (DBIDS) credentials prior to delivery, or will temporary day passes be sponsored by the Naval Medical Center San Diego?

Active DBIDS credentials are not required prior to delivery for one-time/short-duration access. The Government (Technical Point of Contact / Receiving Activity at NMCSD) will sponsor contractor personnel for temporary base access/visitor day passes. The contractor must provide required security vetting information (e.g., SECNAV 5512/1 form or personnel details) at least [e.g., 3–5] business days prior to the scheduled delivery and installation date.
