Solicitation HT941026Q2005 Q&A

1) Are local Japanese subcontractors permitted and/or preferred for performance at Kadena Air

Base? local Japanese subcontractors are not only permitted but also actively preferred for performance at Kadena Air Base and other U.S. military installations throughout Japan. In this contract, sub-contractor or partnership are required to have “Iryo Kanren Service Mark.”

2) With respect to Infectious Medical Waste (IMW) and linen services, is handling and disposal performed on-base by Government facilities, or is the contractor responsible for off-site transport and disposal? The contractor shall handle, collect, and transport all waste to assigned storage area in accordance with OSHA, Federal, State, and Local regulations.

Waste shall be stored in this area until destroyed, treated or picked up by other licensed contractors. The contractor shall pick up, transportation, and distribution Linen. The government shall provide laundry services for the cleaning of linen, privacy drapes and/or window curtains in performances of aseptic and basic housekeeping services under this PWS.

3) Are there any installation-specific DHA, DoD, or host-nation SOPs (infection control, waste handling, PPE, or environmental compliance) applicable beyond those stated in the PWS?

5) Are services required 24/7, shift-based, or during defined operating hours for clinical versus administrative areas? All buildings open from 0730-1630 Monday through Friday. 7) Is this solicitation open to all businesses? All businesses intending to submit a proposal must be registered in SAM.gov.

8) Where can we find all required documents if this is for all businesses? All required documents are attached within the solicitation.

9) Do we need to register to work in Japan? the contractor is required to have Iryo Kanren

Service Mark to provide the service in Japan. In the vast majority of cases, a company contracting with the U.S. military in Japan must register to do business in Japan and comply with Japanese laws, including licensing and tax requirements. While the U.S.-Japan Status of

Forces Agreement (SOFA) governs the presence of U.S. forces, it does not provide a blanket exemption for commercial contractors from Japanese legal and regulatory requirements.

10) The PWS of Solicitation HT941026Q2005 states in point 2.6.1 that the contractor must be in possession of a Iryo Kanren Service Mark. Our company itself does not possess one, but one of our cooperating partners does. I have some questions regarding how this affects bidding.

- Would it be possible for our company to make a bid for this solicitation with the partner company in a Joint Venture? Yes, If subcontractors or teaming partners are proposed, the offeror shall complete Exhibit A outlining their teaming/organizational structure.

Instructions to offeror are updated under addendum to FAR 52.212-1, (m) quoter instructions.

Exhibit A is included in the solicitation documents.

- Or is it necessary for our cooperating partner company to be the one making the bid? If the cooperating partners already have the one, it will suffice.

11) The Quote sheet is displayed in dollars, but is it acceptable to display it in Japanese Yen? Yes, you can submit it in dollars and or Yen.

12) Attachment 3-the Quote sheet states Total Evaluated Price (3 years), but shouldn't it be 6 years? Corrected to 5.5 years (base + four options, to include a 6mo extension). Period of performance has also been updated as seen on the instructions and attachment 3 – Quote sheet.

13) For floor tasks associated with strip/wax and carpet cleaning, can these tasks be done after hours and/or weekends? Or is the expectation only during working hours, M-F? It can be done after hours and at the weekends.

14) Just to clarify, on page 7 of the 'Instructions to Offerors', for CLINs 5001-010, the unit of issue should be job (6 months), not job (year), correct? Correct, instructions have been updated.

15) Under the section number 4 LICENSES AND PERMITS/ INSPECTION 4.1 The contractor must possess valid certificate of ISO14001 credibility certification for its cleaning factory on island or provide the items cleaned by the factory with valid certificate of ISO 14001.

- Can you please clarify this requirement? Please provide the color of the certificate.
