About this file
This is a Notice of Intent to Sole Source a federal contract for medical laboratory equipment.
The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West intends to award a firm-fixed-price purchase order to Biomerieux, Inc. (UEI: HCNVCMEG9NL6, CAGE: 4S002) for the BacT Alert Virtuo Microbial Detection System to support the Laboratory Department at Naval Medical Training Center San Diego. The procurement is conducted under FAR 12.102(a) for commercial products and services. The NAICS code is for the Biomerieux BacT Alert Virtuo Microbial Detection System with a small business size standard of 1,000 employees, and the Product Service Code is 6632 (Analysis Instruments, Medical Laboratory Use). The equipment will replace outdated existing systems and provide comprehensive identification of bacterial, viral, and fungal pathogens to support critical patient testing, antimicrobial testing, and improved diagnostic capabilities. The justification for sole-source procurement cites strict compatibility requirements with existing proprietary laboratory supplies and market research indicating no reasonable expectation of receiving quotes from two or more small businesses for an equivalent integrated system. Delivery is required 90 days after receipt of order to NMC San Diego, Microbiology Department, Building 1, 3rd floor, 34800 Bob Wilson Drive, San Diego, CA 92134.
Sources interested in challenging the sole-source basis must submit a capability statement (not to exceed four pages, 8.5" x 11" format, 10-point font minimum) that includes management, technical, and cost data demonstrating capability to provide the equipment and preventive maintenance. Capability statements must be emailed as Microsoft Word or PDF attachments to Cha-on Gordon (cha-on.p.gordon2.civ@health.mil) or Jennifer E. Collins (jennifer.e.collins23.ctr@health.mil) by 1000 Pacific Daylight Time, Wednesday, September 23, 2026. Information received will be evaluated solely to determine whether to conduct a competitive procurement or proceed with the sole-source purchase order, at the Government's discretion.
