Notice of Intent to Sole Source HT941026N0118-0001 Amendment 0001

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT

AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West (HCD-W), intends to award a firm-fixed-price purchase order for Manufacturer: Blue Mountain Mechanical, LLC (Rational ICP 6-FULL + 6 FULL E 208V/240V 3 PH C Ovens) to support an emergency requirement for the operations of MADIGAN ARMY MEDICAL CENTER, WA in accordance with Federal Acquisition Regulation (FAR) 12.102(a) under the Revolutionary FAR Overhaul (RFO).

Blue Mountain Mechanical, LLC 9227 Blue Mountain Lane

SW STE A

Olympia, WA 98512

UEI: X7NRWNA7X8N1

CAGE:1SQR0

The North American Industry Classification System (NAICS) code for this requirement is 333994 (Industrial Process Furnace and Oven Manufacturing), with a small business size standard of 500 employees. The associated Product Service Code (PSC) is 4430 (Industrial furnaces, Kilns, Lehrs, and Ovens).

The Nutrition Care Division (NCD) is requesting an emergency sole-source procurement of new Rational ICP 6-FULL + 6 FULL E 208V/240V 3 PH C Ovens, including specialized electrical installation, from Blue Mountain Mechanical, LLC. This critical acquisition is required to resolve a severe equipment deficit that currently threatens the Military Treatment Facility's (MTF) inpatient feeding capacity, staff safety, and baseline mission support. Blue Mountain Mechanical, LLC is the certified authorized construction contractor under Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract W9127814D0069 and provides construction support directly supporting MAMC. The contractor possesses the required familiarity with the applicable facility infrastructure, utility systems, construction requirements, and site-specific conditions necessary to conduct the required consultation and complete associated equipment installation. Use of another contractor for the consultation or installation could create coordination issues, introduce potential conflicts with existing construction responsibilities, delay project execution, and increase the risk of improper utility connections or inadequate site preparation. Because the consultation directly informs the installation requirements, the same contractor must perform both functions to maintain accountability, ensure continuity, and verify compatibility with existing gas, electrical, drainage, and water infrastructure. All installation of cooking-system equipment requiring construction, utility modification, or connection services shall be performed by Blue Mountain Mechanical, LLC under the applicable IDIQ contract vehicle. This approach ensures that installation work is completed by the contractor authorized and qualified to support MAMC construction requirements and associated facility utility systems. Accordingly, the proposed acquisition strategy is to execute this procurement on a sole-source basis under the authority of Other Than Full and Open Competition.
