About this file

This is a Notice of Intent to Sole Source a supply contract for medical simulation equipment. The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West, intends to award a firm-fixed-price purchase order to Surgical Science North America for one NeedleTrainer V2 system (Product # 8065998401) with two wireless scanners, a Peripheral Nerve Block Module, and a Vascular Access Module. The equipment is required to support an emergency requirement for the Andersen Simulation Center at Madigan Army Medical Center, Joint Base Lewis-McChord, Washington. The procurement is being executed under FAR 12.102(a) authority for commercial items under Other Than Full and Open Competition. The NAICS code is 339112 (Surgical and Medical Instrument Manufacturing) with a small business size standard of 1,000 employees, and the PSC is 6515 (Medical and Surgical Instruments, Equipment, and Supplies).

The requirement encompasses needle-based procedural training equipment for medical readiness, clinical education, and procedural competency development. The NeedleTrainer system will support needle insertion, ultrasound-guided procedures, and clinical skills training. Surgical Science North America is identified as the sole source manufacturer capable of meeting the Government's requirements with proprietary handpieces and certified installation services. The Government completed market research confirming comparable products do not provide the required combination of needle insertion training, ultrasound-guided procedural capability, repeatability, and training realism. Delivery is required within 90 days of receipt of order (ARO) to Madigan Army Medical Center, 9040A Jackson Ave., Tacoma, WA 98431. Interested vendors may submit capability statements not exceeding six pages (8.5" x 11" using minimum 10-point font) with management, technical, and cost data to Barrett Taylor (Barrett.s.taylor.ctr@health.mil) or Cha-on Gordon (cha-on.p.gordon2.civ@health.mil) by the closing date of 1000 Pacific Daylight Time, Monday, August 19, 2026. The Government reserves the right to proceed with the sole-source award or conduct a competitive procurement based on responses received.

Notice of Intent to Sole Source HT941026N0097

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT

AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West (HCD-W), intends to award a firm-fixed-price purchase order for Manufacturer: Surgical Science North America (One (1) x Product # 8065998401 – NeedleTrainer V2 with x2 Wireless Scanner, NeedleTrainer - Peripheral Nerve Block Module, and NeedleTrainer Vascular Access Module) to support an emergency requirement for the operations of Madigan Army Medical Center, Joint Base Lewis-McChord, WA, in accordance with Federal Acquisition Regulation (FAR) 12.102(a) under the Revolutionary FAR Overhaul (RFO).

SURGICAL SCIENCE NORTH AMERICA

23500 Mercantile Rd, Suite F Beachwood, OH 44122

UEI: L14JMSR6DNF8

CAGE: 3CPA6

The North American Industry Classification System (NAICS) code for this requirement is 339112 SURGICAL AND MEDICAL INSTRUMENT MANUFACTURING, with a small business size standard of 1,000 employees. The associated Product Service Code (PSC) is 6515 (MEDICAL AND SURGICAL INSTRUMENTS, EQUIPMENT, AND SUPPLIES).

The objective of this emergency sole-source award is to procure proprietary refractive laser treatment cards directly from the manufacturer, Surgical Science North America. Specifically, this requirement encompasses One (1) x Product # 8065998401 – NeedleTrainer V2 with x2 Wireless Scanner, NeedleTrainer - Peripheral Nerve Block Module, and NeedleTrainer Vascular Access Module. Surgical Science North America is the only manufacturer for this equipment.

The Andersen Simulation Center at Madigan Army Medical Center requires a Needle Trainer system to support medical readiness, clinical education, and procedural competency development. Needle-based procedural training is required to allow learners to practice safe and accurate techniques in a controlled environment before performing procedures on patients. The purpose of this requirement is to procure a Needle Trainer system to enhance hands-on procedural training, improve learner confidence, and support the operational training needs of the Andersen Simulation Center. The system shall be used to support needle insertion, ultrasound-guided procedures, and related clinical skills training. The Andersen Simulation Center specifically requires Surgical Science North America's Needle Trainer system to support standardized needle-based and ultrasound guided procedural training. This requirement is for a specific commercially available training system because the system provides the required anatomical simulation, needle guidance training capability, repeatable training environment, and compatibility with the Center's existing simulation-based training objectives.

The required capability is unique and highly specialized. Comparable products reviewed during market research do not provide the same combination of needle insertion training, ultrasound-guided procedural practice, repeatable learner use, and training realism required by the Andersen Simulation Center. Use of a different product would not meet the Government's training objectives and would require additional evaluation, changes to training materials, or loss of standardization. The acquisition of the Needle Trainer will significantly enhance the training capabilities of the Center. This device provides a realistic, cost-effective, and repeatable solution for ultrasound-guided needle insertion training. By integrating this technology, the Center will improve the quality and safety of clinical skill development for trainees, reduce the reliance on consumable training supplies, and minimize potential patient risks associated with live practice.

Because these are proprietary components distributed exclusively by the OEM, there is no reasonable expectation of receiving quotes from two (2) or more small businesses. Accordingly, the proposed acquisition strategy is to execute this procurement on a sole-source basis under the authority of Other Than Full and Open Competition.
