Notice of Intent to Sole Source HT941026N0085
This is a Notice of Intent to Sole Source, issued by the Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division–West (HCD-W), for a firm-fixed-price purchase order to Alcon Vision, LLC for proprietary refractive laser treatment cards and related equipment to support Naval Medical Center San Diego (NMCSD), California. The requirement encompasses 40 units of Product # 8065998401 (Wavemaker EX500 US Gold 20), 20 units of Product # 8065000452 (Easypack FS200), 1 unit of Product # 80665998437 (Innoveyes Sightmap), and 1 unit of Product # 8065990650 (Height Adjust Table 115V Multi). These proprietary treatment cards are essential consumables for operating the MTF's existing refractive laser systems; the lasers are completely inoperable without them. Each EX500 card contains 20 treatments for bilateral refractive surgery on 10 patients, and each FS200 card provides 20 flaps. The procurement is classified under NAICS code 423450 (Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers) with a small business size standard of 200 employees, and Product Service Code 6525 (Imaging Equipment and Supplies: Medical, Dental, Veterinary).
The sole-source justification is based on Alcon Vision, LLC being the sole authorized Government distributor for this proprietary equipment, with no reasonable expectation of receiving quotes from two or more small businesses. The delivery date is 14 days after receipt of order (ARO), with delivery required at 2051 Cushing Rd Building 624, San Diego, CA 92106. This notice of intent is not a request for competitive proposals; however, sources interested in challenging the sole-source basis must submit capability statements not exceeding six pages (8.5" x 11" format, 10-point font minimum) including management, technical, and cost data with supporting evidence of capability to provide the equipment and preventive maintenance. All capability statements must be submitted as Microsoft Word or Adobe PDF attachments to Barrett Taylor (Barrett.s.taylor.ctr@health.mil) or Cha-on Gordon (cha-on.p.gordon2.civ@health.mil) by no later than 1000 Pacific Daylight Time, Monday, July 30, 2026. Telephone requests or offers will not be honored.

Notice of Intent to Sole Source HT941026N0085
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT
AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West (HCD-W), intends to award a firm-fixed-price purchase order for Manufacturer: Alcon Vision, LLC (40 x Product # 8065998401 – Wavemaker EX500 US Gold 20 and 20 x Product # 8065000452 – Easypack FS200) to support an emergency requirement for the operations of Naval Medical Center San Diego (NMCSD), CA, in accordance with Federal Acquisition Regulation (FAR) 12.102(a) under the Revolutionary FAR Overhaul (RFO).
ALCON VISION, LLC
6201 South Freeway Fort Worth, TX 76134
UEI: PHBTLNJ4WCM5
CAGE: 8CJP0
The North American Industry Classification System (NAICS) code for this requirement is 423450 (Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers), with a small business size standard of 200 employees. The associated Product Service Code (PSC) is 6525 (Imaging Equipment and Supplies: Medical, Dental, Veterinary).
The objective of this emergency sole-source award is to procure proprietary refractive laser treatment cards directly from the manufacturer, Alcon Vision, LLC. Specifically, this requirement encompasses 40 units of Product # 8065998401 (Wavemaker EX500 US Gold 20) and 20 units of Product # 8065000452 (Easypack FS200), 1 EA Product # 80665998437 (Innoveyes Sightmap) and 1 EA Product # 8065990650 (Height Adjust Table 115V Multi) .
Alcon Vision, LLC is the sole authorized Government distributor for this equipment. These treatment cards are required to operate the Military Treatment Facility's (MTF) existing refractive lasers for patient vision correction; the lasers are completely inoperable without them.
Furthermore, these proprietary Alcon cards are the only consumables compatible with the MTF's current system. Each laser platform requires a distinct treatment card to function: a single EX500 card contains 20 treatments (sufficient for performing bilateral refractive surgery on 10 patients), and a single FS200 card provides 20 flaps. Because these are proprietary components distributed exclusively by the OEM, there is no reasonable expectation of receiving quotes from two (2) or more small businesses. Accordingly, the proposed acquisition strategy is to execute this procurement on a sole-source basis under the authority of Other Than Full and Open Competition.
Delivery Date: 14 Days ARO Delivery Location: 2051 Cushing Rd Building 624 San Diego, CA 92106
Alcon Vision, LLC is the sole source capable of meeting the Government’s minimum requirements to provide the requested proprietary handpieces and certified installation services at Naval Medical Center San Diego (NMCSD), CA.

Sources interested in responding to this notice are required to submit a capability statement. Submissions must include management, technical, and cost data in sufficient detail—accompanied by convincing evidence—to clearly demonstrate the capability to provide the required equipment and preventive maintenance. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
