Notice of Intent to Sole Source Award
This document is a Notice of Intent to award a sole source Purchase Order contract for veterinary patient monitoring equipment to TrillaMed LLC, located at 20300 W 12 Mile Rd Ste 103, Southfield, MI 48076 (UEI: GW9FLBWB5625, CAGE: 56FN2). The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division - West is procuring 15 Mindray ePM12M Vet Monitors and associated accessories for Veterinary Readiness Activity Japan to replace obsolete equipment across seven Veterinary Treatment Facilities. The contract authority is based on RFO 12.102(a) for acquisitions below the Simplified Acquisition Threshold where only one source is reasonably available, and RFO 19.106-3(a)(1) regarding Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. The NAICS code is 339112 (Surgical and Medical Instrument Manufacturing) with a business size standard of 1,000 employees, and the PSC is 6515 (Medical and Surgical Instruments, Equipment, and Supplies).
The procurement includes 15 Mindray ePM12M Vet Monitors (Part Number 9214E-PA0014A) along with comprehensive accessories including CO2 modules, batteries, airway adapters, ECG cables, NIBP kits, thermal paper, SpO2 sensors, roll stands, and IBP accessories. All items are required in quantities of 15 units each, with the IBP accessories kit specified at 3 units. Delivery is to USA MEDDAC-JAPAN (APO, AP 96343-5011) within 90 days of order receipt. Market research identified TrillaMed LLC as the only SDVOSB capable of providing the technically acceptable Mindray solution while supporting overseas shipment to Japan, as competing vendors like ECAT could not facilitate international delivery. Vendors challenging this sole source determination must submit capability statements not exceeding 2 pages (8.5 x 11 inches, 10-point font minimum) to Cha-on P. Gordon and Contracting Officer Mariangela Monsalve by 10:00 a.m. Pacific Time on Tuesday, June 30, 2026. No telephonic requests or offers will be accepted.

This is a justification for a sole source award to TrillaMed, LLC for the procurement of 15 Mindray ePM 12M Veterinary Patient Monitors and associated accessories. The Veterinary Readiness Activity, Japan requires fifteen (15) complete veterinary patient monitoring systems to replace obsolete and end-of-lifecycle equipment across seven Veterinary Treatment Facilities (VTFs) in Japan.
These mission-essential monitors are required for continuous patient monitoring during surgical, emergency, and inpatient procedures for Military Working Dogs (MWDs) and the pets of Service Members. The required equipment is the Mindray ePM 12M Vet Patient Monitor (Part Number: 9214E-PA0014A) and its related accessories. The statutory authority for this sole source award is pursuant to RFO 12.102 (a), which states that for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available and RFO 19.106-3(a)(1) the contracting officer does not have a reasonable expectation that offers would be received from two or more SDVOSB concerns.
The market research process involved contacting multiple vendors to identify a patient monitoring solution that was both technically acceptable and could be delivered to an overseas military installation in Japan. The findings were as follows:
• ECAT: An acceptable monitor was identified, but the supplier was unable to support overseas shipment to Japan.
• TrillaMed, LLC: Was identified as the only SDVOSB that could provide a currently supported, technically acceptable solution ((15) Mindray ePM12M Vet Monitors) and, crucially, demonstrated the ability to support the required shipment to Japan.
