About this file

This Sole Source Justification (SSJ) document details a procurement by the Defense Health Agency Healthcare Contracting Division - West (DHACA HCD-W) for an Agilent 8890 Gas Chromatography (GC) system for the 18th Operational Medical Readiness Squadron's Theater Preventive Medicine Flight in Okinawa, Japan. The $68,947.14 fixed-price purchase order is for a new equipment requirement to expand the lab's analytical capabilities, specifically to analyze haloacetic acids (HAA5) in drinking water and environmental samples, supporting environmental hazard monitoring for 14 PACAF units across the INDOPACOM region.

Market research confirmed Agilent Technologies Japan, LTD as the sole authorized distributor in Japan, capable of providing installation and maintenance services. The procurement is being conducted under simplified acquisition procedures, with a required delivery date of 1 November 2025. The justification highlights the need for a second GC system to avoid cross-contamination between different chemical analyses and to maintain the lab's efficiency in providing chemical analysis results within 10 business days. A Notice of Intent to sole source was posted on sam.gov from 9-19 June 2025 with no additional respondents, and a DD2579 Small Business Coordination Record will be sent for approval.

Sole Source Justification (SSJ) for Requirements under the Simplified Acquisition Threshold

1. Identification of the Agency and Contracting Activity: This justification is executed by the Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West (HCD-W), to meet the requirements of the 18th Operational Medical Readiness Squadron (OMRS) for Theater Preventive Medicine Flight (TPMF), Unit 5268 FM5270 McKennon Ave. Bldg 3154 Kadena AB Okinawa-City, Okinawa Japan 904-0203

2. Description of Action:

3. Description of Services or Supplies and Estimated Value: The purpose of this action is to procure the following commercial equipment: Agilent 8890 Gas Chromatography (GC) system to analyze drinking water and environmental analysis, specifically for haloacetic acids (HAA5). This analysis is necessary for environmental hazard monitoring in support of base operations and ensuring health and safety for base personnel for 14 PACAF units across the INDOPACOM region.

Estimated Value

Base Item 0001 – Agilent 8890 Gas Chromatography (GC) system.

1 November 2025 O&M $68,947.14

Total $68,947.14

Control Number: FY25-0226

4. Authority: Procurement is conducted under Federal Acquisition Regulations (FAR) Subpart 13.5, in accordance with 41 U.S.C. 1901, Simplified Acquisition Procedures for commercial items.

☒ FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold, only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization).

5. Reason for Authority Cited: The 18th Operational Medical Readiness Squadron (OMRS) for Theater Preventive Medicine Flight (TPMF), currently has one Agilent 8890 Gas Chromatography (GC) system that is dedicated to polychlorinated biphenyl (PCB) analysis in water and oil. A firm fixed price purchase order for an additional 8890 GC is required to expand the lab's capability to include haloacetic acid analysis (HAA5). This analysis is necessary for environmental hazard monitoring in support of base operations and ensuring health and safety for base personnel. Additionally, the lab directly supports 14 units across the region in environmental monitoring and industrial health and safety as the only OCONUS environmental analytical lab in the USAF. If using only one machine, chemical feed lines and sample trays would need to be purged, changed, and extensively cleaned to avoid contamination. This would hinder the overall effectiveness of the lab's requirement to provide a chemical analysis result to its customers within 10 business days. The 8890 GC system is an autonomous analyzer with single and triple quadropole and Q-TOF GC-MS compatibility. It comes with a single-filament thermal conductivity detector (TCD), an autoranging flame ionization detector (FID) that provides the ability to detect and quantitate from percent levels to parts per billion (ppb) in a single GC injection, and a chemiluminescence detector that provides ppb detection, equimolar response, and quantitation for sulfur or nitrogen contaminants. The additional Agilent GC 8890 will be used for drinkwater and environmental analysis, specifically for haloacetic acids (HAA5). This analysis is necessary for environmental hazard monitoring in support of base operations and ensuring health and safety for base personnel for 14 PACAF units across the INDOPACOM region.

6. Market Research: Market research was conducted by technical experts in June2025 and included mandatory source searches (AbilityOne, Unicor, and ECAT); vendor capability searches on SAM.gov, SBA Dynamic Search, and GSA Advantage; review of commercial off-the-shelf (COTS) surgical planning tools; and consultation with other DoD training centers currently using virtual surgical planning (VSP) software. Results confirmed that Agilent 8890 Gas Chromatography (GC) system is sold through GSA but for only CONUS though Agilent Technologies USA, Inc. and Government Scientific Source Inc. Agilent Technologies USA, Inc. does not offer installation services for customers located in Japan.

Agilent Technologies Japan, LTD UEI: N7VNKDGRDJJ5 CAGE: J7250 is the only authorized distributor Japan that will offer installation and preventive maintenance services. A Notice of Intent (NOI) to sole source was posted on sam.gov from 09 to 19 June 2025 with no additional respondents. A DD2579 Small Business Coordination Record will be sent to DHA OSBP for approval to use Agilent Technologies Japan, LTD UEI: N7VNKDGRDJJ5 CAGE: J7250, for this sole source requirement.

Market research has determined that this requirement will sole sourced Agilent Technologies Japan, LTD

UEI: N7VNKDGRDJJ5 CAGE: J7250.

7. Other Facts:

a. Procurement History:

(1) Is this a new requirement? Yes

(2) If 7.a.(1) is No, was the action just prior to this one competed? Not applicable.

Control Number: FY25-0226

CUI

(3) If 7.a.(2) is Yes, what has changed where this action cannot be competed? Not applicable.

b. Additional Information: Due to the proprietary nature of the software and its algorithms, technical data packages or open specifications for full and open competition are not available. The software is not interoperable with other planning platforms without vendor-specific formats and licenses.

The sole-source approach ensures compatibility, compliance, and continuity with surgical training protocols. The software vendor has confirmed its status as the sole provider and has not delegated licensing to third-party resellers.

8. Technical/Requirements Certification:

I certify the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.

TSgt Kerraine R. Govia Section Chief, Service Contract Management 18th Medical Support Squadron, PACAF
