Amendment 02 HT9410-23-Q-2056 Physical Security CCTV
The purpose of this Amendment 02 is to:
1. Incorporate revised Performance Work Statement to reflect RFI #1
2. Incorporate the revised Pricing Sheet to reflect RFI #2
3. Respond to Requests for Information, as follows:
1. Request for clarification #1: In the event that a camera, or any other device covered under this contract, is serviced and it is determined that it needs to be replaced due to normal wear and tear, will the contractor need to replace the camera (or any other device) with a new one at their own expense? The PWS has been updated that there are two (2) camera’s that require replacement. Please refer to the updated PWS. The proposal should reflect the replacement of the cameras.
o If the answer to “Request for clarification #1” is “yes”, how many cameras, servers, appliances, switches, readers, locks, etc should we include as a baseline for estimated replacement, so that the contractors bidding can provide numbers on an equal baseline?
Two (2) cameras will need to be replaced, additionally, according to the PWS the Avigilon system will need to be repaired or replaced (if the system is not repairable) o If the answer to “Request for clarification #1” is “no”, in the event of needed replacement, will the contractor be providing a proposal for the cost of the replacement device/equipment, or will DOD (Camp Pendleton) be providing this equipment to be replaced? DoD will not be providing replacement equipment. Please include the two
(2) replacement cameras in the quote.
2. Request for Clarification #2: In the Pricing Attachment, there are 3 Line Items: Line Item 1 is for Maintenance Services for various systems; Line Item 2 is for Inspection, Installation, and Training; Line Item 3 is for One Year Parts and Labor Warranty. Please verify that our interpretations are correct:
o Line Item 1 (Maintenance Services):
PLEASE VERIFY: Contractor to provide pricing reflecting Total cost for providing a quarterly Preventative Maintenance on the systems described within the Performance Work Statement Template pdf, QTY 4, for a total of 4x the single Unit Price. This includes lift rental. Is this correct?
DoD is not providing any equipment for this work, that will be the contractor responsibility, if equipment will need to be rented, please include that in your proposal. The pricing should reflect all cost elements in your price on a quarterly basis.
o Line Item 2 (Inspection, Installation, and Training):
PLEASE VERIFY: Contractor to provide pricing for an hourly rate to provide
“as-needed” inspections, installations, and training. All requests for “as-needed” services, inspections and training will be done on a Time and Material basis, and billed according to the hourly rate provided on Line Item 2. Consumable materials to perform any repairs such as replacing a patch cord or adding a diode onto a mortise lock to repair a malfunctioning device will be billed along with the labor per service request.
The pricing should reflect service the quarterly price, inclusive of all Labor, inspections, installations and training as well as any services that may come up on an “as-needed” basis. Updated the pricing sheet and deleted CLIN 0002.
PLEASE VERIFY: All installations will be estimated by the contractor, and a proposal outlining the costs associated for labor (using the hourly rate provided
Amendment 02 HT9410-23-Q-2056 Physical Security CCTV on Line Item 2) + materials will be delivered to DOD. Upon approval of said proposal by DOD, contractor will perform installation and bill accordingly for installation and new equipment as outlined in the approved proposal.
It is expected that the first service will be performed shortly after the award is made, and once the first service is complete the vendor will be allowed to invoicing. There after it is expected that the preventative service will be performed on a quarterly or an as-needed basis as stated in the PWS, however the invoicing will be done on a quarterly basis.
o Line Item 3 (One Year Parts and Labor Warranty):
PLEASE VERIFY: This will be reflective of all parts and labor supplied by the contractor. All existing equipment and new equipment provided by others, including DOD, are excluded from any warranty.
The warranty just covers the parts and labor that is provided in the one year. All the existing equipment and any new equipment provided by others (including DoD) will be excluded from the warranty.
3. Request for Clarification #3: Security devices like cameras, card readers, controllers, servers, etc use various forms of software, firmware, communications protocols, etc. As technology advances, many of these devices may be discontinued or vulnerable to cyber attack. If any equipment is discovered during the Preventative Maintenance portion of the Scope of Work that are vulnerable to cyber attack, is no longer produced or supported, or is susceptible to physical breach, what is the procedure?
In any case if the software is breached or if there are discontinued equipment that will require replacement, the replacement equipment will be provided DoD.
