Amendment 01 HT9410-23-Q-2056 Physical Security CCTV
The purpose of this Amendment 01
1. Incorporate revised Performance Work Statement (PWS)
2. Revise the HT9410-23-Q-2056_NHCP Physical Security_CCTV Pricing Attachment to reflect, One (1) Year Warranty
3. Respond to Requests for Information, as follows:
1. Please clarify if the requirement is for Quarterly or semi-annual PM visits? It mentions both in the RFP.
Requirement is for Quarterly and in emergency situations.
2. In the RFP, section 1.2, It says Repair and Maintenance for Security, Fire, Intercom, Video system.
Amended the Performance Work Statement to exclude Fire.
3. This is a complete labor, break-fix-replace of all equipment, is this correct? Meaning we are responsible for repairing or replacing all equipment including cameras, servers, panels, door hardware, cable, video intercoms etc. Will the contractor quote the repairs once the damage occurred or do we need to include ALL possible future repairs in the bid price? If this is the case, please provide the historic information on the annual repairs ($-amount) for the past 3 years.
This is a complete labor including repairing and/or replacing of equipment such as cameras, servers, and cable.
4. Please clarify if all equipment referenced in this RFP is existing? No new equipment is being provided as part of this RFP for new installation, only existing equipment that needs repair or replacement, please confirm?
All equipment referenced in this RFP is existing, there few camaras that will need to be replace as soon as contract is signed and approved.
5. How do we know what equipment is currently functional and what isn’t? Which software is up to date and which isn’t? Please provide this information.
It is assumed that 17 cameras will have to be serviced once the award is made, and 2 cameras are to be replaced. The software on the are updated to the best of our knowledge and currently do not need to be serviced.
6. Please clarify what access control platform is in place. Assuming Avigilon access control, but not clear in RFP.
Avigilon access control is in place, also existing Exacqvision NVR (new 2018) in pharmacy needs conversion to Avigilon system.
7. For the BEQ, what IP NVR solution is to be implemented? Is this new equipment we are supposed to bid as part of this RFP? Two HD storage rack mounts and new laptop new and included also? Specs?
There is an existing system in the BEQ areas.
8. For the Pharmacy, it says existing Exacqvision NVR (new 2018), AND, Avigilon system which needs replacement or repair. Do they utilize both of these systems? How are they set up?
If new Avigilon is needed, is it replacing the Exacqvision also?
Pharmacy Exacqvision system will be replace to interface with the Avigilon system on the new award. As a result of the replacement, there will be one system being used which will be Exacqvision.
9. For Building 135-136, need clarification on what a video appliance 8-port 2TB unit with an 8-inch license is. Is this a new item we are purchasing as part of this contract?
This is an exsisting video storage port.
10. It also mentions the following: “Enterprise licenses will also be provided. NVR and viewing laptop appliances will be placed in the Materials Management office, along with a rack cabinet, side panels, a black blank panel, a locking plexiglass front door, a locking solid rear door, and a pedestal.” Is all this equipment to be provided as part of this RFP, or is all of this in place already? Licenses will be provided, how many?
The equipment is already in place.
11. In section 1.3, Background, it mentions “Set up and training for ACC Access Control will be performed once system is operational.” Is there no system currently there? Is it being installed currently? Is it part of this RFP? There is a system currently place but will have to train personnel due to military turnover or PCS.
12. In section 1.3, Background, it mentions “All existing servers will be used but are not part of this agreement”. In Part 5, Preventative Maintenance, it says “All parts are covered as part of this plan. All labor is covered under this plan. This includes damage caused by misuse, abuse, accident, disaster, fire, flood, water, wind, lightning, and Acts of God. Should the servers be included in the coverage of this agreement, or no?
The Performance Work Statement has been updated to reflect: All parts are covered excluding damage caused by misuse, abuse, accident, disaster, fire, flood, water, wind, lightning, and Acts of God.
13. If questions are due Friday, will we receive the answers first thing Monday morning? Can we get a bid extension?
There will not be a bid extension.
14. The SoW states that this contract will be for one year preventive maintenance services, however the price schedule calls for new installation and 5 year warranty. Please clarify the period of performance, Installation requirement in the price schedule (new equipment that will need to be installed, etc?) and 5 year warranty requirement?
The pricing sheet has been amended to reflect One (1) year Warranty.
As part of the contract we will be adhering to the document. ““Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment” I assume we will need to provide any cutsheet and compliance documents for all products that we will be using prior to a repair or servicing of a piece of equipment. As part of the contract we will be servicing the and the video and Access Network as well as possibly replacing computers and falling under the document as well as network switches.
Besides just stating the adherence of the policy is there any other supporting information or protocols that we will need to follow? Is there any other elements that will need to be known when providing a replacement product?. The Video and Access control is a closed network with no Internet or other network access, but would like to know if there is a local regulating body to help us adhere.
There are no documents that previously existed, however whenever the laborers come in to do the services onsite, they are required to check in with security and the point of contact will be the security manager located on the Hospital Campus.
No there are no other elements that need to be known when providing a replacement product as long as it is within the scope of work.
That would be would have to be coordinated with the IT department if there is an expectance of any interference with the Government networks.
15. The embedding documents in part do not seem to be accessible to be opened and reviewed.
Are these available in a regular document from or is this just and informational element to the work statement?
The embedded documents will be accessible at the time of award. Please be advised that the additional instructions for the DBIDS process will be included in at the time of award and at that time the instructions on CAC issuance, and any required training will be accessible.
