About this file

This Questions and Answers document clarifies details for solicitation HT940825R0006, which seeks to lease two blood chemistry analyzers for Wilford Hall Medical Center and Blood Donor Center at Joint Base-Lackland, Texas. The requirement is for a one-year period, not the base plus four option years as previously considered.

Key clarifications include: the requirement is focused on specific blood bank testing (antibody screen, ABORh, Antibody Titration, CMV, and antibody identification), with testing volumes remaining at 40,000 tests annually for most procedures (20,000 for antibody titration and 200 for antibody identification), despite trainee volumes decreasing from 60,000 to 30,000. CMV testing is confirmed to be part of the donor screening portion. The analyzers must be compatible with Immucor Neo Iris reagents and blood testing products "or equal," with reagents and blood testing products not included in this requirement. Questions were due by January 16, 2025, at 10:00 AM Central time.

Questions and Answers for Blood Chemistry Analyzers for Wilford Hall Medical Center and Blood Donor Center Joint Base-Lackland, Texas Notice ID: HT940825R0006

16 January 2025

1. Question: I saw today that there is a new solicitation (HT940825R0006) for JBSA Lackland due 1/27/2025, with a nearly identical scope of work as the solicitation we submitted with the attached for HT940825R0000. Has HT940825R0000 been cancelled?

Answer: The posting in GSA eBuy was a Seeking Sources, not an official Request for Quote (RFQ). The posting in SAM.gov is an official RFQ.

2. Question: Can you let me know if the attached solicitation is for a new base plus four option years or is it simply for a one-year extension for your existing PK analyzers?

Answer: The requirement is for one (1) year.

3. Question: Due to the changes of trainee volumes decreasing from 60k to 30k from the previous Sources Sought solicitation, confirm if the volumes for reagents have maintained the same values. We would also like to verify if all answers to questions 2 and 3 below maintain the same answers. I have attached the official memo from the former solicitation, which has the same questions outlined and answered.

Please provide volumes for the required menu items: Antibody Screen, ABO/Rh, Antibody Titration, Antibody identification, Syphilis, Cytomegalovirus, HIV/HBV/HCV by Nucleic acid testing, WNV, Babesia, Hepatitis B Surface Antigen (HBsAg),Hepatitis B core Antibody (HBcAb), Hepatitis C Antibody (HCV Ab), Human Immunodeficiency virus types 1 and 2 antibody (HIV ½ ab), Human T Lymphotrophic virus types 1 and 2 antibody (HTLV ½ Ab), Chagas

The previous answer was:

40,000 for all tests except antibody titration and Antibody ID

1. Antibody Titration: 20,000

1. Antibody Identification: 200 tests

Answer: Previous answer remains unchanged. Normally process 30K airman per year for blood type matching.

4. Question: Is the request directed toward Donor Screening testing only or is general Blood Bank testing also included? For US Donor Screening requirements, there is no single manufacturer that has the menu to respond as written. Which specifications apply to the Blood Bank testing portion of the RFP?

Previous Answer: The request should not be written for all the tests listed, only for antibody screen, ABORh, Antibody Titration, CMV, and antibody identification.

Answer: Previous answer remains unchanged.

5. Question: Can the requirement be changed for CMV testing to be included on the Donor Screening portion of the testing menu, rather than the stated Blood Bank portion.

Previous Answer: Yes, CMV would be the donor screening portion

Answer: Previous answer remains unchanged.

6. Question: In addition to these clarifying questions, Ortho respectfully requests the following language to be removed from section 1.3.1, as it is unduly restrictive to fair bidding: “Analyzers must be capatable with Immucor Neo Iris reagents and blood testing products.”

Answer: Reagents and other blood testing products are not included in this requirement.

Statement of Work (SOW) para 1.3.1. first sentence is changed to read:

Analyzers must be compatible with Immucor Neo Iris reagents and blood testing products or equal.
