The solicitation is a 100% small business set-aside under NAICS code 492110, with a planned need date of 01 October 2025. Key operational details include approximately five daily routes (Monday-Friday), with couriers responsible for transporting medical-related items such as lab samples, pharmacy totes, and medical records across multiple locations. Specific requirements include climate-controlled vehicles for pharmaceuticals, blood, and specimens, maintaining vehicle temperatures under 77 degrees, and ensuring proper handling of infectious substances.

The current contract (FA301621P037) is held by CFI Delivery, LTD. Courier responsibilities include managing daily volumes of 1-4 boxes/bags from laboratories, 25-30 pharmacy totes, and approximately 50 medical record boxes, with additional provisions for 10 estimated annual unscheduled pickups. Couriers must obtain base access credentials, which can take several days to process, and are responsible for their own training on dangerous goods transportation. Questions and Answers

1. Q: Will the Government furnish any vehicles, insulated containers, or temperature-monitoring equipment, or is the contractor responsible for furnishing all required resources?

A: The contractor will be responsible for all vehicles.

2. Q: Can the Government provide average daily volumes and the anticipated frequency of emergency or unscheduled runs to support accurate planning and pricing?

A: Lab daily volumes 1-4 boxes/bags from each laboratory location, unscheduled pick-ups estimated 10 times a year. Pharmacy daily volume 25-30 totes, 15 bags; 1-3 unscheduled deliveries a month. Medical Records daily volume roughly 50 boxes (might vary some during the year Ex. PCS season).

3. Q: Will all courier routes require climate-controlled vehicles, or only those designated for pharmaceuticals, blood, and specimens?

A: Only pharmaceutical, blood and specimen/tissue. Blood boxes and samples are packed to withstand temperatures, but contractor should at least keep temperature in vehicle no greater than 77 degrees for room temperature items.

4. Q: What is the timeline and process for obtaining base access for courier personnel and vehicles? Are escorts required during the clearance process?

A: Base access request (EAL) can be submitted to pass and registrations up to a year at a time for couriers. Can take a few days to a week to process. Courier would need an escort if they don’t have a means to get on base.

5. Q: Will the Government provide required training (e.g., CAP GEN40515) onsite or remotely? What format is preferred for submitting compliance documentation (certificates, rosters, etc.)?

A: No, the government does not provide the training. A roster completion is acceptable. They can utilize the CDC training Packing and Shipping Dangerous Goods: What the Laboratory Staff Must Know or at least come up with their own training that goes over shipping Division 6.2 infectious substances and dry ice. This course provides a certificate of completion but does not provide certification for transport of dangerous goods. Individuals can only be certified by their employer.

6. Q: May teaming partners or subcontractors be utilized to fulfill specific performance segments, such as surge runs or specialized deliveries?

A: The Government will only deal with the Prime contractor. All agreements made by the Prime contractor will be between those businesses, but the Prime will bear the responsibility for performance.

7. Q: What methods will the Government use to assess compliance with the delivery/pickup thresholds, and are there penalties for unmet performance metrics?

A: All performance metrics will be published with the solicitation, if this requirement is solicited.

8. Q: It looks like there would be roughly five separate routes per day (M-F), not including the emergency/unscheduled runs. Is this correct? And would all the routes require a cargo van?

A: Yes, there will be roughly 5 separate routes M-F not including emergency/ unscheduled runs. Vehicle/van that are big enough to accommodate multiple boxes with lots of storage room is needed.

9. Q: What is the current contract and who is the current contractor?

A: FA301621P037, CFI Delivery, LTD

10. Q: Is there an expected timeframe for the solicitation?

A: There is no expected timeframe currently, however the need date for this requirement is 01 Oct 2025.
