About this file

This document contains questions and answers related to a federal contract opportunity for a Mobile Magnetic Resonance Imaging (MRI) service at Scott Air Force Base, Illinois. The key details are:

The contract opportunity, solicitation number HT940724Q0008, is for a 3-year Firm Fixed Price contract for Mobile MRI services from 15 Oct 2024 to 14 Oct 2027. It is a 100% Small Business set-aside under NAICS code 621512. The government is seeking updated MRI equipment, potentially from Siemens or GE, and requires 5 days of applications training for MRI technologists. The contractor will be responsible for providing the dedicated 480V, 200A power service and fire extinguisher, while the government will remove the existing mobile MRI by October 15th. The contractor will not need to retain patient data hard drives at the end of the contract. A 70cm patient bore size is preferred over 60cm. The contractor, not the government, will be responsible for providing the annual physicist report.

(one per line)

Is there a concrete or asphalt pad available to handle a 48’ X 8.5’ MRI Trailer?Yes
Will you be providing shore power for the 3 phase, 480volt/200 amperes service? Here is the description of the power: “Power to the MRI is 5 wire, 480v, 200amp dedicated service. The service is hardwired and on commercial power only. The service disconnect is located at the rear of building 1529 on asphalt surface in the loading dock area. The MRI contractor will at the time of set-up ensure trailer is kept a minimum of 15’ from the exterior of the facility, leveled for weight distribution as needed for outriggers, and all environmental controls (HVAC, Lighting, etc.) are operational. MRI trailer will be supplied with an MRI approved fire extinguisher. Note: no water or sewer drains are located near the loading dock area.”
Is there a specific scanner you are looking for (i.e. GE, Siemens)?Clinic wants something with updated equipment/aps that works well. Siemens has the edge overall, but GE will be less training time (what the techs are currently trained on).
Is there an existing Mobile MRI currently at this site?Yes, we currently have a Mobile MRI on site.
If so, will the mobile MRI be removed prior to October 15?We will send an email to the current company and ask they have the Mobile MRI removed by October 15th. We will be using the current machine until October 14th.
On the pricing sheet is the unit price an all-inclusive monthly rental price or a yearly price? The sum of the contract line item is the annual price (column Q), so however you get there.
Could you ask for a flat 5 days of applications training so the playing field for bidders is on equal terms? Applications Training for MRI Technologists cost approximately $ 2,200 per day. You are asking for 3 to 5 days of applications training and this could make the cost differential between bidders different. We have trained numerous MRI technologist and have found that 5 days of apps training is usually quite sufficient.Speaking with the MRI team they concur. 5 days will be sufficient.
Would the contractor need to remove the hard drives at the end of the rental and leave them with the biomed dept? Or could the contractor scrub the hard drives clean of any patient data and preserve the hard drive software for the MRI system? The pricing differential for each choice makes a difference. These images will already be stored in our PACs system, so there is no need on our end to keep the hard drive once the rental lease is completed. This is just from Radiology’s perspective though I’m unsure if any other clinic would need that, but we do not.
Is there a preference for a 60cm or 70 cm patient bore for the magnet?60cm bore size is less expensive than a 70cm bore size. 70cm is preferred. The bore is already small and once you factor in body habitus and claustrophobia, we will retain more patients with the 70cm bore.
Will the contractor be paying for the annual physicist report or does the 375th MDG have a physicist on staff? There is no staff physicist. The Government will rely on the Contractor’s assurances that the commercial services tendered for acceptance conforms to the contract requirements. Quality control is the responsibility of the Contractor and not the Government. For our current trailer a physicist was provided by the contractor.
