ACTIVE DUTY DENTAL PROGRAM 3 (ADDP3)

RFP Questions & Answers Solicitation # HT9402-20-R-0001

1. This question is related to Attachment J-13 Transition-In. For dental claim costs incurred during the Base Period/Transition-In period, when will the invoice be generated and paid and how many months of runout will be included?

RESPONSE: The incoming contractor will not invoice for any claims from the previous contract. The outgoing contractor will provide dental care and Transition-Out activities concurrently as part of their final period of performance. The incoming contractor’s Transition-In period will run concurrent during that timeframe. The outgoing contractor will continue to process all residual claims for one year after the final period of performance for dental care delivery. See Attachment J-14 Transition-Out and Residual Services for the processing of residual claims.

2. This question is not specific to any item number or section number within the RFP. With an assumption of meeting access requirements, will DHA allow carriers to deliver care via a Dental HMO or similar capitation structure in some geographic areas?

RESPONSE: The ADDP3 offeror is required to meet provider network access standards identified in the RFP, and the Government does not dictate how the contractor accomplishes this. However, the ADDP3 does not have an HMO type or similar capitation payment structure. The ADDP3 payment structure is based on the individual CDT Code reimbursement rates proposed by the contractor in Exhibit A, CDT Code Pricing Table.

3. This question is related to Section L, L.4.3 Paper Copies. L.4.3 states that the proposal shall have “sequential page numbers at the bottom of each printed page.” Can the Government clarify if the Offeror should put page numbers on required Government forms such as SF33; Section B, DCMA Form 1620 04-04 Guaranty Agreement; and Section J, Exhibit B CDRL Blocks 18?

RESPONSE: Yes, sequential page numbers are required on each page.

4. This question is related to Section L, L.4.3 Paper Copies. L.4.3 states that “each page will include the offeror’s name, and solicitation number with the exception of the past performance questionnaires, Section K, financial reports and consent letters.” Can the Government clarify if this requirement also pertains to other Government forms such as SF33; Section B, DCMA Form 1620 04-04 Guaranty Agreement; and Section J, Exhibit B CDRL Blocks 18?

RESPONSE: Yes, it is applicable to all other pages and forms.
