RFP Section Question DHA Response To Industry

89 Sections L.4.1.1. and L.8.2.2. and Sections M.8.2. and M.8.3.

Section L.8.2 was revised in Amendment 2 to state that the "offerors shall not provide...information other than certified cost or pricing data." This revised language appears to contradict the requirements in RFP sections L.4.1.1 and L.8.2.2. Section L.4.1.1 states that Volume IV Price Proposal should include "[s]supporting spreadsheets and any additional support" and Section L.8.2.2 states "[t]he types and formats of the data submitted are left up to the offeror to prepare and present in support of its proposed prices."

The above provisions appear to provide contradictory requirements in regard to the supporting information that an offer may submit to support that its proposed prices are reasonable.

If offerors are prohibited from providing supplemental information (e.g., pricing assumptions, level of effort estimates, basis of estimate narrative, etc.) to provide clarity and information regarding the proposed pricing, how will the Government be able to perform its evaluation of price reasonableness (see RFP Section M.8.2) or unbalanced pricing (see RFP Section M.8.3) of each of the offerors' proposed prices?

Price reasonableness will be determined in accordance with FAR 15.404. Unbalanced pricing will be assessed in accordance with FAR 15.404.

Could the Government clarify that submission of supporting information, such as a basis of estimate narrative (amongst other information), to support the reasonableness of its proposed prices is acceptable and appropriate to include with its Volume IV Price Proposal?

No, the Government only desires Price information as described in Section L.8. An amendment will modify Section L.4.1.1 and remove L.8.2.2., L.8.2.3. and L.8.7. This change will not extend the proposal due date.

91 Sections L.8.2.2. and L.8.2.3. For your consideration, it appears that sections L.8.2.2 and L.8.2.3 should also be "Reserved" given the change in amendment 2 to section L.8.2. Section L.8.2 was changed in amendment 2 eliminating the need to provide supporting cost data.

Sections L.8.2.2 and L.8.2.3 provide instructions on what was to be submitted for this supporting cost data. .Since supporting cost data is no longer required per amendment 2, it appears that Sections L.8.2.2 and L.8.2.3 should also be amended to be "Reserved".

The Government only desires Price information as described in Section L.8. An amendment will modify Section L.4.1.1 and remove L.8.2.2., L.8.2.3. and L.8.7. This change will not extend the proposal due date.

DHA provided additional information in Exhibit L-2 Workload History for CY 2018 starting on page L-L2-6. Unfortunately, it doesn't match what was already in this exhibit for CY 2018 and the total line on this new data table doesn't foot properly. This new data table shows total receipts to be 56,535,794 which does not match the 63,968,219 claim receipts column on page L-L2-2 of the exhibit nor does it match the net receipts total of 62,469,109. Will DHA post a corrected exhibit and/or explanation as to why there is 7,432,425 discrepancy for claim receipts in the two data tables for CY 2018?

The variation between the two exhibits L-L2-6 and L-L2-2 can be explained by the categories of Claims. The standalone calendar year 2018 data (L-L2-6) is by unique Beneficiaries, and captures Inpatient Hospital Claims, Inpatient Professional Claims and Outpatient claims only. The granularity for all types of claims and all households is not currently available. An amendment will modify Section L Exhibit L-2 TMEP Workload History.
