About this file

This Sources Sought notice is from the Defense Health Agency (DHA) announcing intent to award a sole source, firm fixed-price contract to Johns Hopkins Software for Enterprise Intelligence and Data Solutions (EIDS) J5. The contract will include a base year and one option year, specifically for Adjusted Clinical Groups (ACG) software licenses, which Johns Hopkins University uniquely owns. The ACG system supports population health analysis by clustering disease morbidity to predict resource use, patient risk, and enable case management across enterprise data sources.

The requirement focuses on ACG software licenses for operational analytics, research, and clinical registries, with key capabilities including establishing risk scores for user-defined populations, identifying patients for preventive care, and supporting empanelment decisions. The contract requires the contractor to provide current software updates and upgrades. Interested sources are invited to submit a capability statement identifying business size and an authorized manufacturer's letter demonstrating their authority to provide Johns Hopkins Software. If no responses are received by the specified date, a sole source award will be made, with responses to be sent via email to Mary Jane Pastran and Thomas L. Reese.

NAICS Code 541519, John Hopkins Software; business size standard is 150 Employees.

The Defense Health Agency (DHA), Ft Sam Houston, TX intends to issue a sole source award to John Hopkins Software (SW) Recompete - Enterprise Intelligence and Data Solutions (EIDS) J5 to include a base year and one option year. The award will be executed as a sole source as John Hopkins University is the developer and owner of the unique Adjusted Clinical Groups (ACG) licenses.

This requirement is for John Hopkins ACG to assist with its Population Health Analysis. Adjusted Clinical Groups (ACG) licenses in support of operational analytics and measures, as well as research and clinical registries needs. The ACG system’s primary design feature is that clustering disease morbidity is a better predictor of resource use than tracking the presence of specific diseases or disease hierarchies. The multi-morbidity framework presents statistically valid and clinically logical information that can then be used for a variety of applications. One of the ACG system’s primary use cases is patient case management, allowing users to identify patients for preventive care, wellness and education services as well as identify patients at high risk for hospitalization, readmission and high pharmacy use. Specifically at DHA, the ACG provides the ability to establish risk scores on individuals in user-defined populations for the purpose of deriving risk and cost information from enterprise data sources, as well as to provide support to empanelment decisions. ACG is deployed on hardware platforms in the EIDS enclave. The contractor will also be responsible for providing current updates and upgrades to the software.

All interested sources may submit a capability statement that identifies business size, along with authorized letter from the manufacturer with detailed information and convincing evidence that clearly demonstrates the authority to provide John Hopkins Software for the Renewal Application as outlined above.

If no responses are received within the date as indicated in publication of this notice, a sole source award will be made. Responses to this notice can be sent via email to Mary Jane Pastran (maryjane.g.pastran.ctr@health.mil) and Thomas L. Reese (thomas.l.reese4.civ@health.mil).
