About this file
This is a Consolidated Questions and Answers document for federal contract opportunity HT001426QE022 for Audiology Screening Services.
This is a new contract with no current incumbent; the previous contract (W91YTZ18A0032) lapsed several years ago. The contractor must provide comprehensive audiology evaluations at their own office location, equipped with necessary facilities and equipment to perform pure-tone air/bone conduction, speech recognition, and oto-immittance testing. All services are designated as non-personal services, with the contractor functioning as an independent contractor. Payment is structured as a fixed rate per audiology examination performed rather than hourly compensation, with an expected volume of 10-15 patient examinations annually. The contractor must be available to schedule patients referred by the Occupational Health Clinic within 72 hours of request and provide services on weekdays (Monday-Friday) between 0800 and 1600 hours, excluding federal holidays. Qualification documentation required includes a copy of current license/certification for contract employees; resumes and letters of intent are not required. The contractor determines their clinic's overall operating hours independently but must comply with the specified availability and scheduling requirements outlined in the Performance Work Statement Section 1.2.

Consolidated Questions and Answers
HT001426QE022
Audiology Screening Services
Q1) Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
A1) There is not a current contract in place for this service.
Q2) Can you advise if this a new contract or a follow-on / recompete?
A2) This is considered a new contract – the previous contract lapsed several years ago
Q3) If this is a recompete, are you able to provide the contract number?
A3) Although not a recompete, the contract that lapsed was W91YTZ18A0032
Q4) Is there an incumbent already in place?
A4) No
Q5) Can you advise the type of equipment contractor would be allowed to bring on site to provide services?
A5) Per the PWS, all services are to be conducted at the contractor's own office location, not on a government site. The contractor must have the necessary facilities and equipment at their location to perform all the comprehensive audiology evaluations listed in Section
1.3.7.1 of the PWS, such as pure-tone air/bone conduction, speech recognition, and oto-immittance testing.
Q6) Can you confirm that no resumes, nor letters of intent are required?
A6) The PWS requires submission of documentation to verify qualifications, specifically a "Copy of current license/certification," for contract employees (Section 1.4.1.1). Resumes or letters of intent are not needed.
Q7) What are the expected or required labor hours?
A7) The PWS does not specify required labor hours. This is a non-personal services contract where the contractor is considered an independent contractor (Section 1.1.1).
Payment is made at a fixed rate for each audiology examination performed, not on an hourly basis (Section 1.2.3). There is an expected total volume of 10-15 patients requiring examinations per year under this contract.
Q8) Will the site determine the work schedule?
A8) As an independent contractor, you determine your clinic's overall operating hours.
However, for services under this contract, you must have the availability to schedule patients referred by the Occupational Health Clinic within 72 hours of a request. These services must be performed at your facility on weekdays (Monday-Friday) between the hours of 0800 and 1600, excluding federal holidays, as outlined in PWS Section 1.2.
