Questions to Solicitation # HT0014-25-R-0021
1. PWS. Is there a current incumbent performing this work? If so, can the Government provide the name of the contractor and the associated contract number, and when does the current period of performance end? This is new requirement, and no one is currently performing this work.
2. PWS Section 4.3; PWS Section 4.8. Does the Government permit the use of Local Nationals (LNs) to perform on-site services under this contract, provided they meet all training, English proficiency, and experience requirements? If so, can the Government confirm whether installation access restrictions or country clearance requirements at locations such as NMRTC Rota, Sigonella, or Bahrain would limit or preclude the use of LNs? Is there an expectation from the Government to staff LNs? If LNs refers to local contractors, the answer is Yes if they meet the requirements set in the contract. There are no restrictions to base access provided they meet the security criteria based on each site.
3. PWS Section 4.8. Are contractor personnel required to be SOFA-sponsored to perform on-site services at Naval Hospital Sigonella, Naval Hospital Naples, NMRTC Rota, and USNMRTU Bahrain? If so, can the Government clarify whether SOFA status will be coordinated by the Government or must be arranged by the contractor? N/A
4. PWS Section 1.1. Will the contractor be reimbursed separately for instruments deemed beyond repair and replaced, or is the cost expected to be included in the base price and what is the Government’s process for approving substitutions or replacements? The replacement of instruments is included in the base price.
5. PWS Section 1.1, 2. Can the Government provide additional details on the anticipated frequency and scheduling of on-site visits at each location and is there historical data available on past service volumes by site? These services have never taken place at these locations before, according to the volume these locations have, it is expected to be once a year.
6. PWS Sections 3.7, 4.1, 4.2. What specific training is required for Government personnel and can the Government clarify whether specific training programs or certifying bodies are required to meet the standard in PWS Section 4.1 and will OEM training or certifications from recognized U.S.-based or 3rd-party training providers be accepted as sufficient documentation (we ask this in part to determine whether Local Nationals (LNs) or 3rdd Country Nationals (TCNs) with relevant experience but trained outside the U.S. would meet the qualifications, or if the expectation is that training must align with U.S. FDA and national standards typically obtained through U.S. contractors or OEM-authorized programs) It is the contractors responsibility to ensure and provide necessary training, manufacturer certification. The question is unclear. The contractor must provide for all necessary training, documentation and base access.
7. PWS Section 4.1. Are there any specific governing bodies/certifications that are preferred by the Government to certify the training on instrument sharpening and repair training in general surgery, OB/GYN surgery, ortho surgery, ENT surgery, dental, laparoscopic surgery instrumentation and colonoscopes/endoscopes? The contractor must provide certifications of their qualifications satisfying minimum requirements.
8. PWS Section 2. PWS Section 2 notes that “replacement parts shall be included in the standard repair charge.” Can the Government confirm whether these replacement parts can the government propose a ODC amount for replacement parts? The replacement parts are covered in the base price.
9. PWS Section 2. Does the contractor provide the equipment to conduct the required services? The contracted company shall provide all necessary equipment.
10. PWS Section 6. Is the Contractor responsible for providing all necessary equipment in order to provide the services? The contracted company shall provide all necessary equipment.
11. PWS Section 2. In PWS Section 2.0, it also states the Contractor shall replace instruments “beyond repair”. Should the cost of replacement instruments be priced into the contract, or may these be proposed separately as ODCs? The cost of the replaced instruments will be covered by the base price.
12. PWS Section 1.1. Is the cost of providing instrument containers, as mentioned in PWS Section 1.1, expected to be included in the FFP or can this be treated as an ODC? Yes, if containers are required.
13. PWS Section 1.1–1.3. Would the Government be willing to provide a pricing template or structured format for offerors to use in submitting their price proposals, in order to ensure uniformity and completeness across all submissions? No
14. PWS. What system (CMMS) does the Government use to track the equipment inventory and maintain the service records? We don’t have a tracking system or service records. It is the first time we consider this type of contract/service. The end user will be responsible for tracking.
15. PWS Section 4.6. Can the Government provide specific detail on the meaning of/and expectations for “standard commercial warranty for all services provided under the contract.”? It refers to the current commercial warranties available to the public.
16. PWS Section 4.8. Will the Government assist in the process of acquiring base access, will employees receive a Common Access Card, and if yes, will they have logistics privileges, to include access to the commissary and post exchange? We can assist with base access, but a CAC will not be provided. As far as access to the exchange/commissary, it is something beyond our control and each entity would make that decision.
