Service dogs are trained, not bred. While some breeds may be better suited to become service animals, these skills must be learned and are not a genetic condition that can be “purpose-bred.”

Will the Government accept use of a dog – currently enrolled in a service dog training program – even if the dog was not purpose-bred to become a service dog?

The term “purpose-bred” appears in industry literature; however, our intent is not to seek a specific breed, and acknowledge the question writer’s point. The intent is that the animal be of appropriate temperament, health, and possess other recognized qualities that would be conducive to successful training for the purposes of this program.

There is no official certification for service dogs. While some organizations sell service animal certifications, they do not convey any rights under the ADA and the Department of Justice does not recognize them as proof that the dog is a service animal.

Is internal certification – in compliance with ADA training requirements – acceptable or does the Government require a specific organization certification?

There are a range of service animal training programs recognized in the industry. The government does not endorse a specific program. However, the new DHA-PI 6025.18, enclosure 3, para 3b, states that “All animals utilized in AAT/AAA must have a primary handler, trained and certified by the same organization certifying the animal.”

3 1.4.1 Contractors shall carry out their responsibilities in accordance with installation Standard Operating Procedure (SOP) documents to implement the Animal Assisted Therapy Program

N/A Is the Government’s Animal Assisted Therapy “Program” an overarching term or does “Program” prescribe requirements (e.g., training methods, scheduling, recordkeeping) the contractor is expected to execute?

This is in essence an overarching term.

However, individual patient clinical goals of the program will be required to coordinate and support the overall clinical goals established for the patient.

This question will likely be resolved once access to the document is provided.

PWS Part 6 has been revised. Additionally, the publications in the revised listing have been posted to

FBO.

7 4.6 The contractor shall be required to carry malpractice insurance for all labor categories performing under this contract…

The PWS does not require the Service Animal Training Instructor to be a licensed medical professional.

Do the Service Animal Training Instructor(s) need to be covered by malpractice insurance or will professional liability insurance be sufficient?

Please comply with FAR clause “52.237-7

INDEMNIFICATION

AND MEDICAL

LIABILITY

INSURANCE” regarding liability/malpractice insurance requirements as stated in the solicitation.

8 5.2.3.1 Contractor will conduct individual, family, and group service animal training sessions…

The solicitation and PWS do not provide an estimate as to the number of sessions to be conducted on a daily basis. Most dogs have limits to their attention span and once reached, the effectiveness of training rapidly declines for both the dog and the trainer.

Will the Government provide:

(a.) an estimated number of sessions it expects to be seen in a typical day and

(b.) the anticipated duration of each session?

Historical data as to volume of sessions at the NICoE facility, over a 12-month period, from the previous program, shows an average of about 137 sessions per month. This includes sessions of various types (1:1, group, family). In general, sessions have historically been about one hour in duration, though some group sessions have been shorter, 30-45 minutes.

As this is a substantially new, clinically-based program, the volume and duration may differ from the previous recreational-based program.

9 1.12 “Key personnel (Contractor): The contractor shall provide a contract manager who shall be responsible for the performance of the work.

The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the CO.”

Will the government consider adding a CLIN for “Contract Management” FFP hours and/or Unit?

No.

“LEAD ANIMAL ASSISTED

THERAPIST” …Function as project manager and program liaison for all operations under this contract.

PWS references a contract manager and alternate as Key Personnel

Does the government intend the “LEAD

Labor Category to be “Key Personal…contract manager”?

If the vendor chooses to provide project management as part of its corporate reach back or overhead, then the Lead AAT would not necessarily be considered Key Personnel.

11 5.2.3.15.1 “LEAD ANIMAL ASSISTED

THERAPIST” Function as project manager and program liaison for all operations under this contract.

The LCAT primary duties are the provision of clinically based interventions for beneficiaries through therapy.

Will the government consider removing the project management requirement from this Labor Category?

If the vendor chooses to provide project management as part of its corporate reach back or overhead, we would consider removing the requirement from this

LCAT.

12 5.3.2.2 Have completed a certified service animal training program no less than 6-12 months or a combination of education and work experience in the field of service animal training not less than 18 months

Are there specific certification component or educational component requirements?

There are a range of service animal training programs recognized in the industry. The government does not endorse a specific program. The only stipulation is guidance from the new DHA-PI 6025.18, enclosure 3, para 3b, which states that “All animals utilized in AAT/AAA must have a primary handler, trained and certified by the same organization certifying the animal.”

13 1.9 ODCs: Government may also provide funding to be used for direct care and maintenance (food, grooming, equipment, veterinary care, etc.) of the animals participating in this program.

The word “may” implies these are discretionary ODCs requiring government approval of purchase.

Food, grooming, standard equipment, veterinary care are routine operational costs (vs. one-off items; carriers, portable fences, ramps, ID vests, etc.,) and as operational should these cost be factored into overhead cost vs.

ODC costs?

ODCs shall be identified in CLINs 0006, 1006, 2006, 3006 & 4006 (Program Expenses) as applicable (including clause 52.237-7 expense).

14 Will the facility provide parking access on site at

WRNNMC?

Due to critical shortage of parking spaces on the campus, there is no parking access specifically for this program.

15 Is there incumbent staff performing in the LEAD

ANIMAL

ASSISTED

THERAPIST

Labor Category?

No. There is no incumbent contract staff performing in this specific labor category.

16 Will the contract award include an SCA Wage Determination?

No. None of the labor categories being solicited are applicable to the SCA

WD.
