Questions & Answers to Solicitation HT0014-19-R-0001 Childbirth Education Classes
1. Question: Part 1 paragraph 1.5 of the performance work statement (PWS) states the contractor will provide WRNMMC a total of 34 (Not to exceed 54) hours of prenatal classes per month. Does the 54 hours per month include prep time before and after the classes to assemble training materials and satisfaction surveys, prepare room and audio equipment, etc.? Also, does the 54 hours include phone calls to participants to notify of time, date and location of prenatal classes; phone calls in the advent of foul weather or class cancellation; and or phone calls to reschedule cancelled classes?
Answer: Extra time (NTE 54 hours) is allowed for administrative time, to include classroom preparation, clean-up, patient questions, satisfaction surveys, and reminder phone calls. However, we do not anticipate the utilization of 54 hours every month. (PENDING contract alterations).
2. Question: Part 5 paragraph 5.1.6 and 5.1.7 of the PWS states the certification requirements for childbirth instructors and breastfeeding instructors; respectively. Are the childbirth and breastfeeding instructors, the only instructors required by the Government to perform the requested services in accordance with paragraph 5.2?
Answer: Instructors for the sibling class and infant care classes are expected to have teaching experience in these fields.
3. Question: Part 5 paragraph 5.2.3 of the PWS states the contractor shall provide a sufficient number of instructors to teach all classes. What is the required quantity of each type of instructor?
Answer: Typically one instructor teaches each course. However it is expected that all classes will be covered (i.e. in the case of an emergency, a backup instructor can easily be identified).
4. Question: The estimated quantity included on Attachment 2 Estimated Workload Data does not equate to the total hours included paragraph 5.2.2.1 through 5.2.3. Please provide clarification or correction.
Answer: The PWS has been updated to reflect corrections.
5. Question: The request for proposal does not include instructions to offerors and evaluation factors for award. Is there a specific format that should be used for the proposal? FAR Clause 52.212-1 and 52.212-2 appears to be missing from the RFP.
Answer: Award will be made to the responsive and responsible offeror with extensive experience providing childbirth classes to military families, working knowledge of Tricare and of Military Treatment Facilities (MTFs), experience dealing with OB/Gyn departments operating at MTFs, and fair and reasonable price.
6. Question: Are the classes provided during the day, evenings, or weekends? What is the recommended beginning time for classes? May more than one session of classes be performed per day?
Answer: The childbirth classes are held on weekends. The breastfeeding courses are held on weekday evenings, the infant care class can be during the day or on evenings, the siblings class is on the weekend. Due to space availability, we cannot teach more than one class per day.
7. Question: After 4:30pm and on Saturdays?
Answer: Yes.
8. Question: Age range of siblings in sibling class?
Answer: Any age range. Typically children from ages 2-10 attend.
9. Question: What is the estimated number of pregnant patients expected to participate in classes monthly, yearly?
Answer: Classes should accommodate up to 28 adults (patient and spouse/partner). The Sibling class should accommodate as many children as the parents bring.
10. Question: Are classes mandatory for patients?
Answer: Classes are optional.
11. Question: How many classes per day, per week do you want? Need more schedule details?
Answer: The contractor will provide a total of provide 6-8 classes per month. Prepared Childbirth class will be offered twice a month. Prepared Childbirth w/Breastfeeding class will be offered once a month. Intro to Breastfeeding class will be offered twice a month. Infant Care class will be offered twice a month. Sibling-to-Be class will be offered once per month. The contractor and WRNMMC personnel will work together to determine the schedule.
12. Question: Are contractors required to have health insurance?
Answer: Contractors should refer to FAR 52.237-7.
13. Question: Are contractors required to have liability insurance?
Answer: Contractors should refer to FAR 52.237-7.
14. Question: Black women have a higher pre-term birth rate than even active duty women. The vendor would like to propose adding classes for black patient population.
Answer: There are no plans to add additional classes.
15. Question: How many employees do you envisions?
Answer: At the Vendor’s discretion. Typically one instructor teaches each course. However it is expected that all classes will be covered (i.e. in the case of an emergency, a backup instructor can easily be identified).
