QUESTIONS & ANSWERS
Questions & ANSWERS in accordance with ADDENDUM TO 52.212-1(e) Questions with ANSWERS IN CAPITALIZED LETTERS BELOW:
1. Section 1.7.14.2.1 mentions the coordination of quarterly workshops. We request clarification of the roles of the contractor versus the Center for Rehabilitation Sciences Research. Will the contractor be required to plan and put on each workshop, or will that be done by the Center?
ANSWER: PARAGRAPH 1.7.14.2.1 HAS BEEN AMENDED TO INCORPORATE THE FOLLOWING
SENTENCE: “The role of the Government (appropriate reps from NICoE, WRNMMC, and USUHS) will decide on specific topics/speakers/agenda for each CE workshop, and the Contractor (or their subcontractor) will provide the logistical coordination to make it happen.”
2. Section 1.7.3 Recognized Holidays indicates there are 11 observed holidays, however the pricing spreadsheet, Attachment 2, accounts for 10 in the instructions for FTE computation. Good Friday appears to be the 11th holiday;
also SCA from WDs requires 10 holidays. Please reconcile?
ANSWER: GOOD FRIDAY HAS BEEN REMOVED FROM PARAGRAPH 1.7.3. REFLECTING 10 FEDERAL
HOLIDAYS.
3. WD 2015-2547 is included in the solicitation (probably Montgomery county, VA) however, it appears that WD 2015-2013 or WD 2015-2014 would be a better fit (Montgomery county, MD...20889 zip code).
ANSWER: WD 2015-2547 HAS BEEN REPLACED WITH WD 15-2103.
4. Section 4.2 Secret Facility Clearance: RESERVED. Is Secret Facility Clearance a requirement?

ANSWER: NO. ALL POSITIONS ARE NACI (National Agency Check with Written Inquiries + Credit) BACK GROUND CHECK. AS STATED IN PWS PARAGRAPH 13 “The contractor will be fingerprinted and complete a Standard Form SF85-P. If the contract employee is in a position that requires access to Critical Sensitive or Classified Information… include submitting a SF86 EPSQ questionnaire…”.
6. Attachment 1 - Past Performance Questionnaire is not available for download
ANSWER: ATTACHMENT 1 HAS NOW BEEN PROVIDED AS A SEPARATE ATTACHMENT.
7. It is not clear if bidders active SAMs - Reps & Certs will be suffice the bid or if we are required to cut n paste same from the RFP.
ANSWER: PLEASE SEE CLAUSE 52.212-3. THIS CLAUSE TELLS THE READER “The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at https://www.sam.gov/portal . If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (r) of this provision.”

ANSWER: THE SCOPE OF THE EXISTING CONTRACT HAS BEEN EXPANDED BEYOND THE
REQUIREMENTS WRITTEN IN THE CURRENT CONTRACT. THE FOLLOWING POSITIONS ARE NEW,
