SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been added by full text:
RESPONSES TO QUESTIONS
Q1. Is this a new opportunity?
KO Response: No, this solicitation reflects existing requirements.
Q2. Is the incumbent contractor eligible to rebid this follow-on contract?
KO Response: Yes.
Q3. Are both positions currently filled?
KO Response: Yes.
Q4. What is the historical fill rate and turnover rate for these services?
KO Response: 100%
Q5. Per amendment 0001 - Now there are only two factors for evaluation, do we need to have the past performance questionnaires completed?
KO Response: The government will not evaluate Past Performance. Please refer to Amendment 0002 for current evaluation factors.
Q6. We you use PPIRS to evaluate past performance or can we supply PPIRS in our technical proposal?
KO Response: The government will not evaluate Past Performance.
Q7. Per technical factor: It shall also describe any training procedures to maintain required certifications, and include of an effective and realistic Retention Plan for the geographic area of service (Bethesda, Maryland): Can we include projects with prior history to explain our knowledge of effective and realistic retention plan for this area?
KO Response: No, only Technical (Compensation Plan) and Price will be evaluated per the terms of the solicitation as amended.
Q8. This was posted on FBO as a total SB set aside. Then on the SF1449 form, it states it is a Woman owned set aside.
KO Response: Amendment 0001 corrected this inconsistency. This procurement is set-aside for SB.
Q9. There are currently two full-time contracted workers in the chiropractic department with the DOD at
WRNMMC. The new contract calls for 2 FTEs (2 full time equivalents). Will 3 or 4 chiropractors working part-time meet the requirement for 2 full-time equivalents as stated on page 6 of the amendment?
KO Response: The successful offeror must provide 2 FTEs per the solicitation, but the means of providing that level of effort is the contractor’s responsibility.
Q10. Page 14, paragraph (b) of the original solicitation states that the contractor must offer first right of refusal to the current employees of the predecessor’s contract. Because the predecessor was the DOD, a direct service contract, does this apply? Additionally, paragraph 2 (iv) on the same page states that it 17. Is allowable for the terms of employment to be different than the previous contract. Does that include part-time hours instead of a currently held full-time position?
KO Response: Please refer to Clause 52.222-17 in the solicitation.
Q11. Must the chiropractors hired be employees of the company who receives the contract, or can they be subcontracted doctors of chiropractic in the same manner in which they are employed at this time with the
DOD?
KO Response: This is a matter between the contractor and its employees.
Q12. According to page 29 of the amendment, Walter Reed NMMC is listed as the only treatment facility.
Currently the chiropractors fill a need at the US Capitol and the Pentagon. Will these needs be filled by this contract?
KO Response: Amendment has been issued to correct place of place of performance to include the National Capital
Region.
Q13. Can the chiropractors hired by the contractor receive different wages according to experience and duties required? (i.e. working offsite)
KO Response: This is a matter between the contractor and its employees.
Q14. Would you consider changing the Size Standard on the solicitation for Chiropractor services at
Bethesda (HT0014-16-R-0005-0001) to 11 million from 7 million? CCMS is an EDWOSB who has been providing healthcare services exclusively to the government since 1997. We would love the opportunity to participate in this bid, and already have 1 interested Chiropractor. However, our size is 11m and under.
Please consider.
KO Response: The size standard reflected on the solicitation is correct for NAICS Code 621310.
Q15. Is this a coverage contract? Will the contractor be required to provide backup personnel for scheduled and unscheduled absences?
KO Response: No, per the PWS, contractor HCP shall be required to work a 40 hours per week, Monday through
Friday, between the hours of 7:30 am to 6:30 pm (excluding federal holidays).
Q16. For Solicitation # HT0014-16-R-0005-0001, please clarify that the Price schedule format is already included in the "B-Roll Up" tab of the attached spreadsheet for the Compensation Plan and that no other pricing spreadsheet is required.
KO Response: Correct, no other pricing spreadsheet is required.

Paragraph (a) is hereby supplemented with the following:
Offers will be reviewed to determine compliance with all requirements of the solicitation, including any attachments and exhibits. Any offer that is not in compliance with the requirements of the solicitation will be unacceptable and ineligible for award.
EVALUATION FACTORS
The government will use the following following evaluation factors to evaluate each proposal:
Factor I: Technical
Factor II: Price
I. Technical:
The Government will evaluate the proposed Compensation Plan to determine the adequacy of the plan, in particular the hourly wage to be paid to HCPs, to successfully attract and retain qualified HCPs with minimum turnover. The
Government will evaluate the rate paid and fringe benefits provided to the individual HCPs to ensure the rate and benefits are realistic for the local area and for their impact upon attracting and retaining HCPs. The Government has research compensation levels offered to perform the services under this contract and has developed guide to assist evaluators in rating this factor for the geographic region Bethesda, MD 20889-5600. A low compensation plan may be viewed as evidence of failure to comprehend the complexity of the contract requirements or appropriate compensation levels of geographic area where performance will take place.
The following adjectival ratings will be used in evaluating each Offeror’s technical proposal.
Technical Acceptable/Unacceptable Ratings
Rating Description
Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
To receive consideration for award, a proposal must achieve a rating of Acceptable.
II. Price .
The Government will add the price for all options to calculate the total price for purposes of rendering an award decision. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
Given that FAR 52.217-8 provides that the Government may exercise the Option to Extend Services at the rates specified in the contract (i.e., the rates in effect when the Extension of Services option is exercised), for purposes of evaluating the Option to Extend Services, the Contracting Officer will consider the prices submitted for the base period and each option period, since those are the binding prices should the Option to Extend be exercised.
(End of Addendum to FAR 52.212-2
ADDENDUM TO 52.212-4
(w) The non-FAR Part 12 discretionary FAR, DFARS and LOCAL clauses included herein are incorporated into this contract either by reference or in full text. If incorporated by reference, see clause 52.252-2 herein for locations where full text can be found.
