Questions received and Answers provided in response to RFP HT0014-14-T-0008

In accordance with ADDENDUM TO 52.212-1 of the RFP , the date and time suspense for submitting any questions in response to this RFQ ended 7 August 2014 at 1000 EDT.

1. Is this a new requirement or are there already incumbents in place?

ANSWER: This is an on-going requirement with the current contract ending on 30 September 2014. There are incumbents in place.

2. Who is/are the incumbent(s) contractor(s)?

ANSWER: Current contract number is W91YTZ-12-P-0002.

3. Are all positions currently staffed?

ANSWER: Yes.

4. What is the maximum quantity?

ANSWER: The maximum quantity required is as written in CLINs X001, X002, X003 and X004. One full time employee is equivalent to 1,920 hours. CLIN X004 is identified as an "Option" CLIN, meaning the government MAY have the need for more of this specialty, during that CLINs period of performance. Unlike the non-option CLINs, there is no guaranteed requirement for the "Option" CLIN, but any offeror must be ready and able to provide the services of the "Option" CLIN in accordance with (IAW) paragraph "1.13. CREDENTIALED PERSONNEL" of the RFP's Performance of Work Statement.

5. Is the Nuclear Medicine Physicist a privileged position?

ANSWER: Through the company awarded the contract, each CLIN is required to submit necessary documentation IAW "1.13. CREDENTIALED PERSONNEL" of the RFP's Performance of Work Statement.

6. Is page two (2) of the RFP to be included in the pricing volume?

ANSWER: YES. See ADDENDUM TO 52.212-1, the paragraph identified as "PART III: PRICE:" (p. 72).

7. How do we retrieve answers from GSA Advantage eBuy if we are not on an existing GSA schedule?

ANSWER: IAW ADDENDUM TO 52.212-1 (page 69 of the RFP) all questions will be accepted until 7 August 2014 @ 10:00 a.m. EDT. The second half of this reference mistakenly states "Responses will be posted on GSA Advantage eBuy". This should have stated "This office will compile all questions received and repost the questions with answers provided, following 7 August 2014 @ 10:00 a.m. EDT to the FBO RFP.

8. PART I: TECHNICAL INFORMATION Sub factor 1 of the solicitation states: "The escalation factor or other means for price changes in the Option periods must be addressed within narrative of the 'Compensation Matrix'." Should this be added to the Recruitment and Retention section of the proposal?

ANSWER: Escalation factor verbiage can be incorporated into the "Roll Up" tab of the Compensation Matrix.

9. Who is the incumbent?

ANSWER: CONTRACT NUMBER IS W91YTZ-12-P-0002. NO INFORMATION, BEYOND THE CONTRACT NUMBER IS PERMITTED TO BE PROVIDED.

10. Are they eligible to rebid this requirement?

ANSWER: YES. CURRENT CONTRACT WAS A DIRECT AWARD TO AN 8(A). UNLIKE THIS PROCUREMENT, BEING A COMPETITIVE 8(A) SET-ASIDE.

11. Is this a new or existing contract?

ANSWER: NEW CONTRACT FOR ON-GOING SERVICES.

12. What was the previous contract value?

ANSWER: THE CURRENT CONTRACT WAS FOR A BASE + TWO OPTION YEARS AND ALSO CONTAINS CLINS THAT ARE NOT IN THE CURRENT RFP (E.G. TRAVEL, UNSCHEDULED HOURS). AS SUCH, THE DOLLAR VALUE OF CURRENT CONTRACT IS NOT COMPARABLE TO THE CURRENT RFP.
