About this file

This is a Request for Information (RFI) issued by the Defense Health Agency (DHA) for market research regarding Third Party Collections Program services. The RFI number is HT001126RFI0239, and the anticipated period of performance begins in March 2027 and will not exceed 5 years. The DHA is seeking information from companies capable of providing medical billing and collection services, including billing for military treatment facilities (MTFs) and professional services rendered by MTF providers at civilian facilities. The Government also bills third party payers for care provided to non-beneficiaries, foreign nationals, and civilian emergency patients who carry Other Health Insurance coverage. If a solicitation is released following this RFI, it may be solicited through GSA eBuy for GSA Multiple Award Schedules or OASIS+, or synopsized on the System for Award Management (SAM) website. The results of this market research may contribute to determining the procurement method.

Interested parties must submit a Capability Statement with two sections—Administrative Information and Requested Information—limited to ten pages in Microsoft Word or PDF format. Responses are due by Friday, April 3, 2026 at 4:00 PM EST and should be submitted via email to theophilus.o.agyare.civ@health.mil and jeanna.m.butler.civ@health.mil. The RFI specifically requests information regarding companies' hands-on experience with Government Billing Solution (GBS) in MTF environments, experience with medical billing, collection activities, denial management, payment posting, and refund services within the Military Health Services environment. Respondents should also address their understanding of MHS Uniform Business Office policies and practices, methods for acquiring supplemental training resources for GBS, and any suggestions for improving the attached draft Performance Work Statement. Administrative information must include company contact details, recommended contracting strategy, company name, Unique Entity ID, CAGE code, applicable NAICS codes, business size status, GSA SINs, and applicable contract numbers. The Government will not pay any costs associated with responding to this RFI, and non-response does not preclude participation in any future solicitation.
