About this file
This document is a Justification and Approval (J&A) for a 12-month bridge contract for the Defense Health Agency's inTransition Call Center program. The contract (W81XWH210077) will be awarded to Leidos, Inc., the incumbent contractor, to provide a 24/7 toll-free psychological health support service for transitioning service members, veterans, and their family members. The service supports Active-Duty service members, Reserve Component, National Guard, Coast Guard, and veterans receiving mental health care or seeking new provider destinations.
The bridge action is necessitated by delays in the competitive procurement process, including government shutdowns and three Government Accountability Office pre-award protests. The contract will be structured with a base period and three option periods from January 2026 to January 2027, funded through Operations & Maintenance (O&M) funds. Market research was conducted via online searches and a Request for Information that yielded 20 vendor responses, with only 10 deemed 75%+ capable of providing the specialized services. The solicitation was issued as a Total Small Business Set-Aside, and the government determined that only Leidos can continue providing these services without significant disruption to the program.

4. Statutory Authority Permitting Other Than Full and Open Competition: 10 U.S.C.
3204(b)(B) as implemented by FAR 6.302-1(a)(2)(iii)(B) – Unacceptable delays in fulfilling the agency’s requirements
5. Rationale Justifying Use of Authority Cited: Based on the authority of FAR 6.302- 1(a)(2)(iii) for Department of Defense, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of specialized services when likely that award to another source would result in unacceptable delays in fulfilling the agency’s requirements. The inTransition Call Center is a unique service provided to transitioning service members and/or veterans who are receiving psychological health care. The incumbent, Leidos, Inc., possesses the operational infrastructure and knowledge to perform the services being requested for the 12-month period and has demonstrated the skills and training capable of providing these services.
Although market research and the recompete has identified sources potentially capable of providing these services, it has yet been determine if they possess the infrastructure or expertise essential in establishing and staffing an inTransition Contact Center without significant delays, lead-time, incurred costs, duplication of efforts and substantial investments of time and resources by the Government. The time taken for another contractor to transition-in, understand the nature of operations, processes and procedures while establishing relationships with servicemembers and veterans would result in unacceptable delays in continuance of inTransition support. As a result of the unanticipated limited support during the Government shutdown, three Government Accountability Office pre-award protests and associated delays with source selections, Leidos, Inc. is the only vendor that can continue to provide these specialized services during the 12-month follow-on bridge without unacceptable delay, loss of efficiency and negative impact to the inTransition program and ensure transitioning service members and/or veterans receive the professional psychological support needed.
6. Efforts to Obtain Competition: The PS-CD is actively pursuing a competitive action under solicitation HT001125R0047. The solicitation was issued for 30 days as a Total Small Business Set-Aside on 10 July 2025 with two extensions issued, extending the proposal submission deadline to 28 Aug 2025. The time to award date has been extended due to limited support during the Government shutdown, three GAO pre-award protests and delays with source selections.
7. Actions to Increase Competition/Remove or Overcome any Barriers to Competition:
Solicitation HT001125R0047 was issued competitively and received adequate competition.
8. Market Research: PS-CD initiated an online search on 13 March 2025 via various government sources, such as Ability One, UNICOR, Dynamic Small Business Search (DSBS), and General Services Administration (GSA). An online search via these various sources were
CUI
Source Selection Information - See FAR 2.101 and 3.104-4 conducted using the NAICS 561422-Telemarketing Bureaus and Other Contact Centers. The online search revealed no results for Ability One and UNICOR; however, search results yield different results for the DSBS and GSA. In addition, PS-CD also issued a Request For Information (RFI) via www.SAM.gov on 28 Jan 2025 using NAICS 561422 and Product Service Code R408-Support Professional: Program Management Support, which received responses from 20 interested vendors.
The RFI consisted of 18 technical capability requirements and contracting related questions. The respondents provided capability statements in response to the RFI. Of the 20 responses received, eleven were small businesses (Women-owned, 8(a), HUBZone, Minority-owned and Service- Disabled Veteran-owned), none of which proposed on the current contract. Of the 9 large businesses, two proposed on the current contract in 2021, which includes the incumbent.
Only 10 of the 20 respondents were assessed as 75%+ capable of providing the services being requested. Based on these results, PS-CD issued solicitation HT001125R0047 as a Total Small Business Set-Aside and received adequate competition. Offers received in response to the solicitation are being evaluated; however, no vendor is able to perform these services at this time resulting in this bridge effort. PS-CD posted a pre-solicitation notice to sole source the bridge contract via www.SAM.gov on 29 December 2025.
