About this file
This document is a Questions and Answers (Q&A) file for a Defense Health Agency (DHA) Request for Information (RFI) related to Systems, Engineering, and Integration Support. The document contains 22 technical and contractual questions covering key areas such as contract type, strategic management support, cybersecurity, cloud and DevOps, system migrations, engineering assessments, travel requirements, and potential organizational conflicts of interest (OCI).
Key details include clarification that the contract will likely be for advisory and analytical support with limited direct access to senior leadership, without an existing strategic framework. The contractor may be required to develop acquisition packages and procurement methodologies. Cybersecurity and cloud modernization efforts will involve recommending cloud service providers, conducting independent risk assessments, and potentially obtaining security clearances. Travel expenses will not be reimbursed, and there are specific considerations around potential OCI restrictions for future IT contracts. Additionally, the document addresses technical compliance requirements such as CMMC (Cybersecurity Maturity Model Certification) and seeks clarification on deliverable schedules and system migration plans.

16 If the contractor assists with acquisition support, will they be precluded from competing for future IT contracts related to DHA’s modernization? Technical Given that acquisition support is a core task for of this requirement, the successful contractor may be precluded from competing on future IT contracts at DHA if the nature of the work performed could potentially give rise to an unmitigable OCI, such as the “unequal access to information” or “biased ground rules” types OCIs. In the event the potential for such an OCI is found to exist, the government may request a mitigation plan from the contractor as part of its proposal as to how the contractor expects to address the underlying OCI during its performance of the contract. The government would then make a determination as to whether an OCI exists, and if so, whether it is mitigable considering input from the contractor, including any mitigation plan it might submit.
