REQUEST FOR INFORMATION (RFI)

Defense Health Agency (DHA)

System, Engineering, and Integration (SE&I) Support Services

The North American Industrial Classification (NAICS) code for this acquisition is 541618—Other Management Consulting Services, with a Size Standard of $19M.

The Defense Health Agency Contracting Activity (DHACA), Professional services

Contracting, Falls Church, VA is conducting market research and identifying potential

Contractors that may possess the capabilities to meet the requirements of the Defense Health

Agency (DHA) need.

The Acquisition Plan for this effort has NOT been finalized and this is NOT a request for proposal. In accordance with Federal Acquisition Regulation (FAR) 15.201, response to this notice are NOT offers and cannot be accepted by the Government to form a binding contract.

Contractors responding to this request are advised that participation does NOT ensure opportunities for future solicitations or contract awards. The Government will NOT reimburse any Contractor or individual for any expenses associated with preparation or participation in the request for information.

The anticipated period of performance (PoP) is for one (1) twelve (12)-month base period, with one (1) concurrent six (6)-month base period for Task Areas: 5.4.4 – 5.4.4.3 & 5.4.5, and additionally, one (1) six (6)-month option period for Task Areas: 5.4.4 – 5.4.4.3 & 5.4.5. This request is for industry vendors to promote their capabilities in performing the services/ requirements that are described within the “DRAFT” Performance Work Statement

(PWS) for the anticipated PoP. The requirements described in the attached DRAFT PWS describes tasks and capabilities required to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Engineering and Integration Support (SE&I) as defined in this Performance Work

Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this PWS.

All responsible potential offerors to the Government, whether the firm is a current holder, potential holder, or previous holder of a government prime-contract or sub-contract, are encouraged to review the DRAFT PWS in its entirety to ensure a clear understanding.

4. Acknowledge company’s understanding that Contractors will be required to be registered through the System for Award Management (SAM) at https://sam.gov/content/home to eligible for award of Government contracts.

5. Since the PoP may be awarded subject to the availability of funding, explain how the company will ensure the ability to acquire and retain skilled personnel, including retention during times of limited tasks.

6. Describe your company’s capabilities:

a. With staffing and managing several geographically separated on/off-site locations and working with multiple clients.

b. Within the last three (3) years with medical related Strategic Management capabilities.

c. Within the last three (3) years with DoD IT applications, database support, and programs worldwide.

d. In transition into a new requirement similar in requirements as this DRAFT PWS.

7. Describe your company’s capability to support each of the tasks in the DRAFT PWS, please specify each DRAFT PWS task area by sections: e.g. “5.1” and “5.2”.

8. Acknowledge understanding that the tasks included in the DRAFT PWS, if solicited, may require a company to submit an Organizational Conflict of Interest (OCI) Plan with their proposal in order to mitigate any actual or apparent OCI issues that may arise during the performance of a resultant contract. Describe if your company is willing to perform work that could preclude the company from competing for future DHA work resulting from this effort.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the DHA is not at this time seeking quotes or proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it may be synopsized on the

System for Award Management (SAM.gov) website, through the 8(a) program, OASIS, or otherwise solicited through other government points of entry, such as GSA eBuy for PSS Schedules. It is the responsibility of the potential offerors to monitor all sites for additional information pertaining to this requirement. The results of this market research may contribute to determining the method of procurement.
