| Is there an annual budget for this purchase? | An annual budget has been created for this requirement. However, it is based on the Government's Cost Estimate and cannot be disclosed. |
| How many users do you wish to provide access to through this award? | We don’t have a precise number of users, but the product should be accessible to a potential user base of up to 90,000 physicians, nurses, and allied health personnel at around 672 treatment facilities, although not all would use it. That number includes remote users. If the vendor bases price on physicians, we can use the figures below. |

| What integration platform do you use, or does it vary throughout the various sites? | "Support integration throughout the Med-COI network via the current and future DOD Electronic Health Record portal" means the vendor shall activiate IPs for access on the DHA Med-COI network and help with implementation of OpenAthens remote access and with troubleshooting general access issues. The Electronic Health Record is Cerner. | |
| Can the government extend the deadline by an additional 2 weeks beyond August 27th? | The RFP due date has been changed to 10 September 2024. See amendment 1. | |
| Can you please define what is meant by ‘commercial quality’ DVD? | "Commercial quality" means the quality you would expect if you were purchsing the DVD at a store. (i.e., no glitches, bugs, or latency issues) It should be a complete standalone version of the product. | |
| Can you please give more information on how each individual question will be scored as the scoring information is not detailed - for example, are there some requirements that are essential and some that are desirable? | The Government is evaluating the offeror’s responses on two subfactors: accessibility and quality of content. Subfactor 1, Accessibility is essential and will be rated as acceptable/unacceptable. For quality of the content, the government will review a fixed number of clinical queries using a rubric established for this purpose. The rubric requires a certain percentage of the clinical queries for each element satisfy the scoring criteria; this is the essential level for quality of content. The rubric has cut points, by percentages, above the minimum criteria that describe the desirable levels for quality of content. | |
| The DVD must contain “all the same content as the online version in its entirety”. Does it need to have the same functionality? (e.g. search, drug databases) | It should be a standalone version of the product. Functional in "fully tested, functional, and of commercial-quality" DVD means that the DVD should work; there should be no glitches, bugs, or latency issues. It should be able to search the content on the DVD, including drug content. It should have a drug interaction checker. | |
| The vendor shall provide up to three (3) live onsite training sessions total per year for CONUS MTFs by request at no additional cost - Where will this be? | Sessions are not set. An CONUS MTF would have to request a session. | |
| Please clarify item 2.1.10. Does this mean all the content needs to have a major update at least three times a year, or does it mean each individual topic/monograph must be updated at least three times a year? | This means the DVD content should be updated to match the content of the online version three times a year. |
