Subject: Draft Request for Proposal (RFP) – Global Nurse Advice Line
The attached draft RFP for Global Nurse Advice Line is released. The proposed draft soliciation is to receive feedback for the Source Evaluation Board in accordance with procedures prescribed by the Federal Acquisition Regulations (FAR) Part 15.
The draft RFP is not a solicitation but is issued as an acquisition planning instrument and as a means of soliciting industry comments for use in developing the final RFP. This draft RFP does not commit DHA to pay any proposal preparation costs, nor does it obligate DHA to procure or contract for these activities. This request should not be construed as authorization to proceed with, or be paid for incurred by performing any of the work called for this draft RFP.
The purpose of the draft RFP is to assist the Government in developing the highest quality RFP. Prospective Offerors are invited to: (1) comment on all aspects of the draft RFP, including the requirements, schedules, proposal instructions, and evaluation approaches; (2) identify unnecessary or inefficient requirements; and (3) comment on any perceived programmatic risk issues associated with performance of the work.
The Contracting Officer has determined that this acquisition may give rise to an organizational conflict of interest (OCI). Accordingly, prospective offerors are directed to OCI clauses within the draft RFP. All potential Offerors should review the draft RFP and submit comments in writing by 4:30 pm Eastern standard time, September 12, 2016. All comments regarding this draft shall be submitted via email to Mr. Roberto Saenz at Roberto.saenz2.civ@mail.mil. The government is not required to respond to comments or questions. However, as appropriate, the Government may provide a matrix of questions and answers and may incorporate changes into the final RFP.
An industry and/or briefing will not be conducted. It is the Offeror’s responsibility to monitor FedBizOps for the release of the final RFP and any amendments thereto. Potential Offerors will be responsible for downloading their own copy of the document in its entirety.
