Question to the Goverment Questions from Offerors Reference Section Government Response

How are membership/eligibility and benefits information currently being provided to incumbent associates to handle calls?1.3.c, 1.4.bCurrently the requirement to verify eligibility is not being performed by the incumbent.
Will the government clarify the impact of the new policy allowing TRICARE beneficiaries to utilize UCC services without a referral x2? Will information be provided to the NAL contractor regarding available, MHS endorsed local community health care options to ensure effective referral of beneficiaries for after-hours care?1.3.3, 5.0, 5.4The new FY16 NDAA UCC Pilot does not apply to beneficiaries enrolled overseas.
The RFP states: The Offeror’s Quality Management/Quality Improvement Program Plan will be evaluated to determine if an effective internal quality management/quality improvement program is being offered. Does the government determine what quality improvement program is required to be implemented within NAL?1.6.1, PRS #6No but should comply with URAC standards
1.6.14 states, “Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI)...” Would the Government please explain which task(s) could involve (1) receiving, having access to, or participating in the development of proprietary or source selection information, or (2) could involve performance of evaluations services?1.6.14See FAR par 9.5. The paragraph identifies OCI possibilities not that you will be required to do. This is standard language.
Will the Government consider broadening the ability to describe experience to beyond that of government clients only?4.0Due to the government's requirement to implement services within 30 days of contract award, NAL experience with the government is a necessity.
Can offerors be allowed to identify their most relevant three federal contracts instead of their largest three contracts?4.0Addendum 52.212-1 on page 66 states relevant and recency.
Can offerors be allowed to identify their most relevant three federal contracts instead of their largest three contracts?4.0Addendum 52.212-1 on page 66 states relevant and recency.
If CPARs are available for a Past Performance example provided, would the Government consider not requiring a Past Performance Questionnaire?4.0Government will utilize all systems at their disposal. PPQ are to benefit contractors.
Can the Government provide more detail on call volume (i.e., call duration, daily call volumes and timing of received calls)?5.0Average historical call volume for the OCONUS NAL is 1,100 calls per month. However, the new 1 year OCONUS NAL contract should support 1,800 calls per month for a total of 21,600 calls per year. See Technical Exhibit 3.
Will the government clarify the NAL associates actions within the MHS electronic scheduling appointment systems? What ability will the NAL associates have regarding access to MTF level appointment schedules real-time (CHCS appointment module – MHS Genesis appointment module) or will the access be “web-enabled” appointments linked to the MHS system?5.0The NAL Contractor will need to gain access to the participating MTF's CHCS Host. MHS Genesis will not be deployed to the OCONUS NAL MTFs during the period of performance.
The RFP states: The contractor shall provide services in compliance with current URAC Health Call Center standards as well as maintain URAC’s Health Call Center accreditation for the duration of the contract. Will the Government accept National Committee for Quality Assurance (NCQA) accreditation in lieu of a URAC accreditation? NCQA standards are nationally accepted indicators for quality healthcare. If not, due to the short turn suspense for SHCD will the government allow a timeframe to acquire URAC (this is usually a 4-6 month process)?5.1 PRS#2,4,6The contract requires URAC Health Call Center Accreditation. NCQA does not have an Accreditation, Certification, or Recognition Program specific to Health Call Centers.
Is the requirement to describe the approach to meeting health call center standards referring to performance metrics, or to national accreditation standards?5.1It is both.

The RFP states: The contractor shall develop and produce an information pamphlet directed to Beneficiaries in the use of the NAL [Deliverable #6]. Will this pamphlet be created in collaboration with the TRICARE contractor?5.5The pamphlet will be created in collaboration with the NAL PMO, who will also approve the product on behalf of the government. The NAL PMO has access to additional communication resources within the DHA to assist with this effort, if needed.
Paragraph (5) states, “The Offeror is hereby notified that the nature of the work to be performed may create an actual or potential organizational conflict of interest in future acquisitions.” Would the Government please provide more information as to the CO’s determination and if a limitation of future contracting will be applicable?Addendum to 52.212-1 (o)(5) (page 55 of 89)See FAR part 9.5. The paragraph identifies OCI possibilities. This is standard language and yes past, current and future contracts are considered.

Paragraph (6) states, “To the extent that the Offeror has other existing contracts or task orders performing work for the DHA, the Offeror should specifically explain whether and how it will establish “firewalls” between this effort and those other efforts.” Is it the government’s preference or intent that the Contractor establish “firewalls” between this and any other contracts or tasks orders it supports for DHA, even if the Contractor did not identify an OCI between these contracts or task orders? Does the government view such a firewall to be part of the mitigation plan that must be submitted prior to the proposal due date?Addendum to 52.212-1 (o)(6) (page 55 of 89)See FAR part 9.5. Contractors propose their plan to avoid or prevent OCI on current and or future contracts.
Paragraph (8) states, “The Contracting Officer shall not award a contract until determining that any significant OCI is reasonably resolved.”
Would the Government please define and provide examples of what would be considered a “significant” OCI?Addendum to 52.212-1 (o)(8) (page 56 of 89)Any scenario where a contractor could gain an advantage over competitors.
The RFP requires that offerors describe experience integrating the NAL with MHS medical management systems.
