HSTS07-10-R-00120/SECURE TRANSIT BAGS

ATTACHMENT 1: STATEMENT OF WORK

SECURE TRANSIT BAGS

SECTION I: Purpose

Product Needed: Secure Transit Bags.

Scope:

The contractor shall manufacture lightweight, flexible and locking Secure Transit Bags that will be used for transporting holstered firearms (semi-automatic pistols). These Secure Transit Bags will be used to discreetly transport (i.e., move from place to place by hand), a loaded, holstered, semi-automatic firearm with two extra magazines inserted in a double magazine pouch. The Secure Transit Bags must be lightweight;

flexible; durable; transportable; lockable; and resistant or impervious to penetration or cutting by bladed tools or implements.

The contractor shall manufacture the Secure Transit Bags to fully meet the needs of the end user. The customization of these Secure Transit Bags will provide an enhanced security and safety for the use and transport of the Federal Flight Deck Officer (FFDO) weapons. Initially, the contractor shall fabricate three (3) First Article Test units and deliver to the specified location for First Article Testing. After receiving First Article Test approval the production quantities will be delivered in accordance with each delivery order.

The contractor shall provide the ability to deliver up to an estimated quantity of ten thousand (10,000) Secure Transit Bags for the first year and up to an estimated maximum of two thousand (2,000) Secure Transit Bags for each of the four out years under an IDIQ type of contract. The minimum guaranteed procurement is $500,000.

SECTION II: Background

TSA is mandated to provide a FFDO Program to deputize qualified airline pilots as Federal law enforcement officers in order to defend the flight decks of aircraft against acts of criminal violence or air piracy.

FFDOs are required to maintain possession of the weapon at all times, safely and securely store the weapon to prevent unintentional discharges, unauthorized access, loss, theft and misuse. To prevent such occurrences, the FFDO Program requires a Secure Transit Bag that must contain a locking device.

SECTION III: Technical Requirements/Tasks/Outcomes

The Secure Transit Bag must provide a level of safety and security. The REQUIRED performance parameters for the new Secure Transit Bag are as follows:

Weapon to be carried: Heckler and Koch Compact Universal Semiautomatic Pistol chambered in .40 S&W (Law Enforcement Model)

Size: The Secure Transit Bag with contents, a holstered firearm and double magazine pouch, shall fit inside a compartment with the following dimensions, in inches: 4.75H x 12.75W x 8.5D.

Weight: The Secure Transit Bag shall weigh no more than 4 pounds, empty.

Configuration: The Secure Transit Bag shall be of a type that can be placed inside another container (i.e. travel bag or briefcase) for concealment during transport. It may also “stand alone” as a non-descript travel kit or luggage item, provided that the locking mechanism is integrated directly into the device and concealed from view, with the exception it can have handles. The opening area of the Secure Transit Bag should be reinforced and/or hardened to withstand the locking mechanism and to deter unwarranted access to the contents of the bag.

Materials: The interior of the Secure Transit Bag shall be made of a material that will not damage or deface the surfaces of the firearm, magazines, magazine holder, and ammunition, and will not promote corrosion of the metals used in their manufacture.

The material shall also be resistant to deterioration from exposure to commercially available solvents and lubricants used to clean and maintain modern firearms, and should not “pill” or shred into pieces that might interfere with the operation of the firearm and/or magazines. The exterior surface of the bag must be soft and flexible; a non-flexible surface, such as harden plastic or metal, is unacceptable. The exterior of the bag shall not contain any logos or lettering.

Penetration resistance: The device shall be able to deter an individual of average strength and dexterity for a period of one minute from opening, cutting or puncturing with bladed tools or implements that include knives, box cutters, razor blades, scissors, nail files, screwdrivers, corkscrews, or pliers, to an extent that allows the firearm and/or magazines to be removed.

Note: Resistance or imperviousness to the discharge (from within) of authorized duty ammunition from a semi-automatic pistol in .357 Sig and .40 S&W caliber is a desirable, but not required, performance characteristic.

Locking mechanism: The locking mechanism shall accommodate a combination lock similar to a Masterlock 175. TSA will obtain the locks separately, the contractor will not be required to provide the locks. The lock shall not extend into the interior of the Secure Transit Bag in such a way that would damage or deface the surfaces or mechanism of the firearm, magazines, magazine holder, and ammunition. The lock shall not have any protrusion or exposed surface that is capable of becoming lodged, inserted, or caught on the firearm, magazine, magazine holders, and ammunition. The locking mechanism shall be capable of being read and/or manipulated from a standing or seated position, in various lighting conditions, including low light.

Additional characteristics: The Secure Transit Bag shall open in a way that allows the condition of the weapon (i.e. seating in the holster, position of the slide) to be determined without having to remove the weapon from it. The Secure Transit Bag shall also allow the contents to move about within and/or be removed without catching or snagging on any fabric, seam, or surface.

All Secure Transit Bags procured under this solicitation shall be of new manufacture.

Rebuilt, overhauled, remanufactured, or “seconds” shall not be accepted. The system must be operable by a right- or left–handed user and the opening must allow easy storage/retrieval of the firearm and magazine holder.
