Bottled Liquid Scanners

BLS

Question

Government Response

What is the correct response date for this Solicitation? According to the General Information Section, it shows March 31, 2008. However, in the "Step Time Line", it shows the submission to be provided 15 days from the date of the synopsis, which would be March 26th, 2008.

The correct White Paper due date is March 31st, 2008. The 15 days stated in the Announcement refers to 15 business days. All other dates, however, refer to Calendar days. We apologize for the confusion.

Where can the white paper be submitted to?

White papers can be submitted to Michael Cabero's email address which is michael.cabero@dhs.gov.

Is there an electronic size limit for white paper submittal?

Yes, the size limit is 4 MB.

If we have multiple devices that meet the required specifications, should we submit multiple white papers to present the different versions of the device or should we submit one presenting the devices' core technology? All versions meet all technical and operational requirements of solicitation.

Multiple devices can be submitted on one white paper. The deadline for initial QDP submittal is close of business May 19, 2008 for FY08 procurement eligibility. In parallel to this procurement there is a rolling BLS QPL which venders can also submit a QDP at any time.

Is not having a classified security clearance a barrier to entering the BLS QPL? If it is, could a trusted third party with sufficient security clearance be assigned to interface with TSA?

A security clearance for participation in the TSA QPL process is not a requirement. More information will be available during the Industry Day presentation.
