HSTS04-08-R-CT2056 Question Tracker May 19, 2008 # Question Government Response

1 Are security classifications required for people working on the QDP and proposal?

The only people required to have a security clearance at the secret level are the ones who have access to the classified appendix. More information regarding security clearances will be provided at industry day.

2 Will vendors who have been selected for the WBI IDIQ have to respond to this solicitation? If yes, will the extensive lab and field testing be accepted and will the system be qualified to be placed on the QPL, or will these vendors be required to start from the beginning?

This QPL is separate from all other contract actions. To be eligible for the WBI QPL vendors must respond to the solicitation and comply with all of the requirements of the WBI QPL announcement, regardless of previous participation in earlier procurements.

3 Will TSA order WBI systems from the current IDIQ in FY2008? FY2009?

Any WBI units purchased before the new QPL contracts are awarded will be procured from the existing IDIQ contracts.

4 Technology developer and patent holder is the prime bidder on this solicitation. However, seeing as the white paper requirements ask for specific manufacturing-related stats such as OSHA NRTL certification for electrical security- all of which are held by the manufacturing partner that handles the relevant processes that address these requirements- I wanted to confirm with you which company's information should be included and where within in the format given for the Phase I white paper.

The prime bidder should list all of their information. If the prime bidder subcontracts out the manufacturing the name of the manufacturer and the capacity should be listed in the white paper.
