The purpose of this amendment is to make a change to the Statement of Objectives and respond to vendor questions. Please see the attached pages.

I. The following change is made to the Statement of Objectives:

On page 4 of the RFP under Section 5(e) the following statement is deleted in its entirety:

Be upgradeable to allow for image quality improvements that will support the use of TSA On- Screen Alarm Resolution Procedures (OSARP).

II. Below are answers to vendor questions.

1. What is an Alternate Viewing Station (AVS) (page 4, section 4h); please provide documents that detail the specifications and functions of this alternate viewing station and its application and use and difference from a baggage viewing station.

a. Functional Description of the Baggage Viewing Station (BVS) and AVS - The SG/FSSS analyzes Checked Baggage and its contents, to identify potential threats. At a high level, the baggage analysis process is completed in the following sequence of steps:

1. Automated Checked Baggage Analysis – The screening process begins when a piece of baggage is loaded into the SG/FSSS by the Baggage Handling System (BHS). The SG/FSSS scans the contents of the bag and, and using its threat detection algorithms, identifies all suspicious objects. Note, there can be more than one suspicious object. If no suspicious objects are found, the SG/FSSS will denote this with a positive, or “green,” status indicator, the SG/FSSS “clears” the bag, and then the bag is routed by the BHS to an airplane for loading.

2. Alarm Resolution – If suspicious object(s) are identified by the SG/FSSS, a negative, or “red,” status indicator is given. When suspicious object(s) are found, the SG/FSSS automatically generates an image of the bag contents that highlight the suspicious object(s) by outlining it/them in red. This image is then presented to the Transportation Security Officer (TSO) on a BVS. The TSO then determines if the suspicious object truly is a threat. Please note the following:

a. The process of identifying suspicious objects are specific to the screening system, and is dependant upon the screening system’s image quality functionality; e.g. the fidelity of the image, how easily threat objects can be identified from non-threat objects, and the image viewing functions (pan, zoom, and rotate).

b. In order to keep baggage flowing to the airplanes, the TSO has a fixed amount of time to clear each bag. This time period is dependant upon the distance between SG/FSSS and the first baggage diverter, which is mandated by the space available in the Airport and the BHS design.

c. The SG/FSSS requires that the TSO clear all of the suspected objects one at a time, before the bag can be cleared. (This functionality can be provided by the SG/FSSS and/or BVS, the actual implementation is left to the Offeror).

If the TSO can identify that the suspected object(s) is/are benign, the TSO manually “clears” the bag using the BVS, and the BHS will route the bag to an airplane for loading.

3. The Alarm Resolution Room – If the TSO cannot clear the suspected bag, or the TSO does not complete alarm resolution in time, the bag is routed by the BHS to an alarm resolution room for a “full and open” search of the bag. The TSO performing this action will utilize an AVS. The AVS provides many of the same functions as the BVS, (e.g. provides an image of the bag with the suspected object(s) highlighted in red) and is used to help physically locate the objects prior to physical handling.

If the TSO can physically identify that each of the suspected object(s) as benign, the TSO manually “clears” the bag using the AVS, loads the bag back onto the BHS, and it is routed to an airplane for loading

4. Threat Disposal - If a bag cannot be cleared via the “full and open” search, further evaluation by Law Enforcement Officers (LEOs) or Explosive Ordnance Disposal (EOD) personnel is conducted. This is done in accordance with their Standard Operating Procedures (SOP).

b. Functional Specifications for the BVS and AVS - At this time, the Transportation Security Administration (TSA) has not defined the functional specifications for either the BVS or the AVS for this effort; this is left to the Offeror. This allows optimization by the Offeror of the actual design and implementation of the screening system’s scanner technology, application of the Offeror’s threat detection algorithms, image construction, and any pre or post processing, using any combination of the hardware and software of the scanner and the BVS / AVS.

2. Regarding bar code scanners (page 4 section 4h) please state what these will be attached to (BVS?) and how they will be used. Is it intended that the screener opening the bag will scan the bag's International Air Transport Association (IATA) bag tag to recall the image on the

BVS?

The bar code scanners are normally attached to the AVS or the BHS depending on Explosive Detection System (EDS) / BHS configuration at the airport. It is intended that the TSO opening the bag will scan the bag’s IATA bag tag to recall the image on the AVS.

3. Can we offer two alternatives for this proposal?

Yes, you may offer two alternatives for this proposal. If so, please ensure that each proposal is submitted separately and in accordance with Section L of the Request for Proposal.

4. What does JB mean?

JB stands for Job. A job can also be called a lot. The proposed price should include all costs associated with this effort.

5. Are the DIDs in this case proposal requirements?

Yes, the DIDs are proposal requirements and should be used in proposal development.
