For Janitorial Services for the TSA Baggage Screening Space at

Hilo International Airport (ITO)

Vendor Questions and Government Responses

Question 1: The RFP states that the working hours are between 1130-1430. These hours of performance occur during relatively high traffic travel times. Is it possible to allow work to start after say after 1200 midnight, in order to avoid large pedestrian crowds and increase productivity?

Government Response: No. At the present 1130-1430 is the ideal time for cleaning as this is the downtime with minimum passenger movement.

Question 2: Who is the current contractor?

Government Response: This is a new TSA contract.

Question 3: Can the working supervisor also be a janitor?

Government Response: No. A janitor cannot perform the duties of a supervisor for this contract.

Question 4: Some of the tops of screening machines and fans are fairly high up, requiring a ladder to clean the very top. In addition, some fans appear to be mounted up to 10-12 feet high. Does the TSA want the cleaning of these high areas thoroughly? If so, is it the contractor’s responsibility to provide adequate measures, such as a ladder, to reach these areas safely?

Government Response: The contractor will not be allowed to clean or dust any TSA equipment that cannot be reached from the floor, due to safety concerns. The Statement of Work has been revised to indicate that the contractor shall clean and dust TSA equipment that is within five feet of the floor.

The contractor is not permitted to use ladders.
