Employee Assessment Management Systems (EAMS)
SECTION I: Introduction
The Transportation Security Administration (TSA), Office of Human Capital (OHC), Organizational Assessment Services (OAS), and the Office of Acquisition propose to modify a delivery order to extend services. This action is in accordance with FAR 8.405-6(b)(2) Logical Follow-On.
The procurement request number is 21-12-202HRM098, and the Office of Acquisition’s J&A tracking number is JA-2012-1-730. Per FAR 8.405-6(g), this acquisition is conducted under the authority of the Multiple Award Schedule Program.
SECTION II: Description of Action Being Approved
This document provides the justification for awarding a contract extension to Personnel Decisions Research Institutes, Inc. (PDRI) under contract HSTS01-07-F-HRM208. The extension is a logical follow-on, to allow time to appropriately transition the Employee Assessment Management System (EAMS) functionalities from PDRI’s solution to the DHS Enterprise solution. The current expiration date for the Period of Performance is December 24, 2012. The extension period will consist of one 12-month base period and four 6-month option periods.
DHS is currently soliciting vendors to support an agency-wide Enterprise Talent Management System (ETM), which is anticipated to become mandatory for all components to use for learning and performance management functionality. Additionally, this system will provide test management functionality equivalent to what is currently provided to TSA by EAMS. This contract is anticipated to be awarded and ready for TSA to begin work in the fall of 2013. At that time, OHC will be able to begin transitioning functionality to the new system. Thus, the OHC is requesting a 1-year extension with four 6-month options to the current contract to allow for one year to complete the acquisition process, and if needed two additional years to fully transition to the new system. In the event the transition occurs ahead of schedule, the option periods will not be utilized.
SECTION III: Description of Supplies or Services
PDRI shall provide the following services under this limited source justification:
1. Modified Commerical Off-The-Shelf (COTS) technology that gives the TSA the ability to create and edit assessments with sufficient bandwidth and storage capability to TSA’s mandated requirements for performace assessment.
2. Author, revise and administer tests; analyze test results and generate reports.
3. Ability to assist with selection, promotion and training for TSA positions.
4. Online and offline assessment capabilities.
5. Help desk support.
6. Bandwidth to support the administration of approximately 100,000 tests per year (a number that could increase in the future) to the TSO workforce and other TSA employees.
