HSSS01-16-R-0018 (Q&A)
Amendment 4 Question 1 Page 51 (paragraph 3) of the solicitation states—
The velocity test for shotgun ammunition will be performed utilizing a Universal Receiver, a SAAMI specified test barrel and an Oehler chronograph. Five (5) strings of ten (10) shots will be fired. The nominal mean instrumental velocity for each shot shell will be measured at ten (10) feet from the muzzle Can the Secret Service provide more details about the instrumentation used to obtain buckshot velocity? Is there an Oehler 57 or equivalent start screen at 1.5’ and stop screen at 4.5’ from the muzzle measuring the leading pellet velocity? Or does the instrumentation use inductance coils for a start and stop signal?
A: First screen is 5’ feet from muzzle, second screen is 15’ from muzzle, thus creating a 10’ instrumental velocity reading. We use the Oehler Model 57 sky screens.
Question 2 Page 52 – Function testing for CLIN 006, 007, 009—
Can the Secret Service provide details on the equipment to be used for Accuracy testing on CLIN 007 (12 ga. slug)? Please also provide details regarding number of groups, and rounds per group for accuracy testing?
A: SAAMI barrel mounted in a Universal receiver, CLIN 007
Caliber – 12 gauge, 2 ¾ inch Case – ANSI/SAAMI Manual, Section I, Standard Z.299.2 Shot Volume – 1 oz. Slug Dram equivalent – Max Velocity – 1600 +/- 50 FPS from standard SAAMI test barrel Accuracy – 5 inches at 50 yards - 10 shots per group (3 groups) – fire from standard SAAMI test barrel Function Fire - tested in Rem. 870P
Question 3 Attachment 1, Descriptions & Specifications Page 49 – CLIN 003 – 5.56mm NATO
The description calls for a 62 – 65 grain FMJ bullet
Will you accept a 62 grain JHP for the FMJ requirement on this item?
A: As long as it functions in the rifles.
Question 4 Winchester submitted samples in response to this solicitation, which were delivered on May 27, 2016. Will it be necessary to submit additional samples, or will the samples already delivered suffice?
A: Depends what they submitted, .380 & .38 Special where removed from the solicitation and reduced recoil 12ga. Slug was added, the .223 has been changed to 5.56mm. Anything that still meets the specification of the solicitation is acceptable.
