ADDITIONAL QUESTIONS AND ANSWERS HSSS01-16-R-0018

(1) Please provide the specifics to the requirements for calibration penetration & BB velocity range, conditioning temperature, and minimum condition time at temperature for the 20% ballistic gelatin testing? .177 BB (Steel) 600fps +/- 10fps., 1-1/4” – 1-3/4” penetration, 46-50 degrees conditioning temperature, 24 hours minimum conditioning time for 20% ballistic gelatin testing.

(2) Will all testing be done using SAAMI reference ammunition and SAAMI corrections? Yes

(3) Attachment I, CLIN 001 and CLIN 002, page48: Please verify the accuracy requirement. The solicitation states 1" at 25 yards. However, the industry standard for typical duty rounds for accuracy is a 3" group at 25 yards. The information we have posted is correct.

(4) Attachment I, CLIN 001, CLIN 002 and CLIN 003, page48-49: Please specify the specific guns are being used for function and gelatin testing. P229/MP5

(5) Attachment I - CLIN 002, page 48: Can the case be nickel plated brass cases for increased corrosion protection? Need to check on this.

(6) Attachment I - CLIN 004, page 49: Will the USSS consider increasing the velocity range in order to accept a nominal velocity up to 3100 fps for increased ballistic performance? We are changing this to 5.56mm not .223.

(7) Attachment I - CLIN 004, page 49: Please specify the modes of fire used in function testing? It states all modes “SEMI” & “FULL AUTO”

(8) Attachment I - CLIN 004, page 49: The accuracy specification calls for a NATO specification primer, in a .223 Remington case. Industry standard is to put SAAMI primers in SAAMI cases, and NATO primers in NATO cases (i.e.5.56mm). We respectfully recommend a revision to allow a SAAMI .223 Remington primer for .223 Rem Cartridge. See question #7, this is getting changed.

(9) Attachment I - CLIN 004, page 48: The velocity specification calls out for a SAAMI barrel to be used for velocity, but a "SAAMI NATO" barrel to be used for accuracy. A "SAAMI NATO" barrel is not a possible configuration; a SAAMI .223 chamber and a NATO 5.56 chamber have slight differences. We respectfully recommend using a SAAMI .223 accuracy barrel to align with velocity testing. We will be using a 5.56mm, 1-7 twist NATO barrel.

(10) Attachment I - CLIN 006, page 49: Please clarify the function testing requirement. On page 49, it states the H&K MP5 and Sig Sauer P229. However CLIN 0006 is only listed in the MP5 section? If so, will the procedure be the same procedure as specified for CLIN 001, CLIN 002, CLIN 003, CLIN 010, and CLIN 011? MP5

(11) Attachment I - CLIN 007 and CLIN 008, page 49: Please confirm the accuracy test uses a standard 30" SAAMI 12 Gauge 2 ¾ inch standard smoothbore Velocity and Pressure/Accuracy test barrel? Yes

(12) Attachment I - CLIN 008, page 49: Please confirm the accuracy requirement for of 5" group at 50 yards is the average of three, five round groups? Yes

(13) Attachment I - CLIN 008, page 49: Will the USSS consider the SAAMI standard for testing velocity at 15 feet from the muzzle rather than 3 feet from the muzzle? The difference in velocity from the industry standard, SAAMI specification of 15 feet is significant when compared to the current 3 foot requirement for CLIN 008.

(14) Attachment I - CLIN 009, page 50: Would the USSS consider changing the velocity range to accept a nominal velocity down to 2,560 FPS to allow for increased accuracy? No

(15) Attachment I - CLIN 010, page 50: Can the specification be changed to allow aluminum alloy cases? Yes but it must work with the listed Kit (Simmunitions)

(16) Attachment I - CLIN 010, page 50: Can the specification be changed to allow any 5 color combination? Don’t know, not up to us.

(17) Attachment I - CLIN 010, page 50: Can the specification be changed to allow detergent based and an alternative glycerin based marking? No

(18) Attachment I - CLIN 010, page 50: Please clarify if 250 rounds are needed for each color or 250 total rounds (50 rounds per color) are required for the sample? 250 total

(19) Attachment I - CLIN 010, page 50: Would the USSS allow submission of products that have a higher Safety Standoff specification? The current minimum safe distance allowed for Safety Standoff is 15ft. Will the USSS allow products that have a Safety Standoff Distance of 1 foot? No, I don’t understand this question completely.

(20) Attachment I, page 48: "same lot of primers": We recommend the removal of this requirement for commercial off the shelf products as having one lot of primers, one lot of propellant, and one lot of brass for commercial off the shelf items is not industry standard. Is it the intention of the USSS to have manufacturers submit unique, new part numbers and products that are no longer considered commercial off the shelf to industry standard? No
