About this file
This is Addendum #1 to a Request for Proposals issued by the State of Delaware, Division of Public Health, for the Parents as Teachers (PAT) home visiting program. The addendum comprises a questions and answers document addressing clarifications submitted by potential bidders regarding the solicitation requirements. Key dates established in the parent RFP include a questions deadline of April 2, 2026, with written responses posted by May 5, 2026, and a proposal submission deadline of June 4, 2026 at 1:00 PM EDT. The estimated award notification date is July 6, 2026, with an estimated project start date of August 12, 2026. The contract term is two years with three optional one-year extensions. The program will deliver evidence-based home visiting services to at-risk families with children from prenatal through kindergarten entry across nine high-risk community zones in Delaware, with minimum service requirements of 12 annual personal visits for families with one or fewer stressors and 24 visits for families with two or more stressors.
The addendum addresses three primary bidder questions regarding submission format, staffing qualifications, and budget considerations. Regarding educational requirements for home visitors, the State clarified that while a minimum bachelor's degree is preferred, exceptions can be granted on a case-by-case basis, particularly when home visitors serve specific populations where recruitment is challenging. Bidders are permitted to submit either the workplan template alone or supplemented with a narrative, provided the workplan clearly articulates the proposed plan and activities. The State indicated that budgets should remain consistent and reasonable with the proposed project scope, with specific contract amounts to be negotiated with awarded vendors. Funding for the program is provided through the Maternal, Infant and Early Childhood Home Visiting (MIECHV) grant from the U.S. Health Resources and Services Administration (HRSA). Proposals must be submitted through the Euna Procurement portal at https://dhss.bonfirehub.com/, and vendors are required to maintain commercial general liability insurance with minimum coverage of $1,000,000 per occurrence.

HSS 26-032, Parents as Teachers Addendum #1 – Questions and Answers
Q1. Could you clarify if you are looking for a narrative as well as the workplan template completed for the submission or just the workplan template?
A1. That would be up to the bidder, the workplan needs to clearly articulate their plan and activities and give the reviewer a clear picture of their proposed project.
Q2. Please clarify page 51, 5 (c) where it references the degree of "minimum of a bachelor's degree". Is this the expectation for all home visitors within the 3-year timeline or are you looking for a percentage of parent educators to have a bachelor’s degree? Will there be exceptions for those with AA degrees that are currently employed?
A2. Exceptions to this requirement can be granted in some cases, for example if the home visitor is serving a specific population where recruitment can be challenging.
Q3. Will there be a budget increase from the current budget amount?
A3. Budgets should be consistent and reasonable with the proposed project and specific budgets will be negotiated with awarded vendors.
