About this file

This document is a questions and answers addendum for HSS-26-018, a Certified Community Behavioral Health Clinics (CCBHC) contract opportunity issued by the Delaware Division of Health & Social Services (DHSS). The addendum clarifies two key inquiries received from prospective bidders regarding the scope of services and existing service providers in the state. The first question addresses an incomplete prompt in Appendix A regarding staff qualifications and experience for organizations implementing new sites in Delaware, which has been completed for bidders' reference. The second question pertains to existing mobile crisis service providers and crisis behavioral health services in the state.

The addendum clarifies that Delaware operates a statewide crisis intervention system managed by DHSS, with the Division of Substance Abuse and Mental Health (DSAMH) coordinating adult crisis services through mobile response teams and Recovery Response Centers that provide walk-in support and stabilization services. ContactLifeline operates as the state's 988 Lifeline Center, providing 24/7 free and confidential support for individuals in suicidal crisis or emotional distress. For children under 18 years old, mobile response and stabilization services are provided by the Department of Services for Children Youth & Families. Prospective CCBHCs are expected to coordinate with this existing state-sanctioned crisis system, support referrals to the CCBHC, manage care transitions, and provide their own crisis receiving and stabilization services as outlined in CCBHC certification criteria.

HEALTH CLINICS

Questions received:

1. 1. In Appendix A - Scope of Services page 4, the question "If the organization does not currently operate in Delaware, describe staff qualifications and experience implementing new sites and." is incomplete. Could you please complete this question?

Answer: In Appendix A - Scope of Services page 4, the question "If the organization does not currently operate in Delaware, describe staff qualifications and experience implementing new sites.

2. Is there an existing provider of mobile crisis services and/or "Crisis behavioral health services including prevention, 24-hour mobile crisis teams, emergency crisis intervention, and crisis stabilization"? If so, who is/are the current provider(s)?

Answer: Statewide crisis system. The Division of Health & Social Services operates a continuum of Crisis Intervention Services (CIS) for adults. Mobile services are available throughout the state and Recovery Response Centers and CIS Centers provide walk-in support and crisis stabilization. In addition to DSAMH taking calls regarding adults in crisis, Delaware also contracts with ContactLifeline (“CLL”), which serves as the state’s primary 988 Lifeline Center (“Lifeline Center”), which provides free and confidential emotional support to people in suicidal crisis or emotional distress 24/7. For children under 18 years of age, mobile response and stabilization services are provided by the Department of Services for Children Youth & Families. CCBHCs will be expected to coordinate care with the state sanctioned system to support referrals to the CCBHC and manage transitions of care. CCBHCs are further expected to offer crisis receiving/stabilization services as outlined in the CCBHC criteria.
