About this file

This document is an Addendum to a Request for Proposal (RFP) issued by Delaware Health and Social Services, Division of Management Services, for the Advancing Healthy Lifestyles Coalition and Conference Facilitation for the Division of Public Health. The RFP seeks a contractor to facilitate the Advancing Healthy Lifestyles Coalition, manage six existing subcommittees, coordinate an annual conference, and provide administrative support for the Physical Activity, Nutrition, and Obesity Prevention Program (PANO). The solicitation was released on March 7, 2025, with proposals due on April 8, 2025, at 1:00 PM. The contract will involve managing coalition meetings, subcommittee activities, community engagement events, and an annual conference expected to have approximately 300 attendees.

The total project budget is $200,000, which must cover all expenses including personnel, meeting venues, conference coordination, travel, and related costs. The contractor will be responsible for securing additional sponsorships to cover expenses beyond the base budget, with some external marketing and printing potentially supported by PANO's marketing vendor. The RFP allows flexibility in contract structure, with options for fixed price or time and materials with a not-to-exceed ceiling. The selected vendor will manage website content updates, conference registration using Eventbrite, keynote speaker selection, venue coordination, and various administrative tasks supporting the coalition's six existing committees: Community Engagement, Program Development, Marketing and Communication, Policy, Student, and Conference Steering.
