About this file
This is a Scope of Work document for HSR26-03, an as-needed office moving, storage services, and freestanding modular systems furniture reconfiguration contract with the State of California. The contract covers comprehensive moving services including packing, transportation, unpacking, and placement of office equipment and furniture; short-term and long-term storage solutions; and reconfiguration of modular furniture systems. The services are available on an as-needed basis to support state agencies' operational requirements for relocations, reorganizations, and facility transitions. The contract establishes a framework for multiple task orders to be issued throughout the contract term, with specific pricing applied to individual projects as they arise.
The contract operates as an indefinite-quantity, as-needed agreement with pricing structured on a per-task basis determined by scope, distance, and service complexity. State agencies may request services through task order issuance, with costs billed according to labor rates, equipment fees, and material charges specified in the contract. The agreement provides flexibility for agencies to access moving and storage services without competitive procurement for each individual move, streamlining operational efficiency. The contractor must maintain adequate capacity to respond to service requests across the state and comply with all state regulations regarding employee safety, insurance requirements, and environmental standards. The contract term and renewal options are established in the master agreement, with ongoing availability contingent on satisfactory performance and continued funding allocation.

If, in the opinion of the Authority, such information was intended to mislead the Authority in its evaluation of the bid, and the attribute, condition, or capability is a requirement of this IFB, it shall be the basis for rejection of the bid.
F. A bid may be rejected if it is conditional or incomplete. The Authority may reject any or all bids. At the Authority’s sole discretion, it may seek clarification regarding bid documents or information and may waive any immaterial deviation in a bid. The Authority's waiver of immaterial deviation shall in no way modify the IFB document or excuse the bidder from full compliance with all requirements if awarded the agreement.
The Authority will not waive material deviations in a bid, which include but are not limited to deviations that affect the total price of the bid or give a bidder an advantage over other bidders.
G. A bid may be rejected if it contains any alterations of form or other irregularities of any kind. The Authority does not accept alternate contract language from prospective contractors.
