Questions & Answers – SET 2 OF 2

PSO SERVICES FOR STATES OF UTAH AND WYOMING

QUESTIONS & ANSWERS – SET 2 OF 2

QUESTION ANSWER

1 Will the winning contractor be required to retain the incumbents

“Supervisors”? If so, how many Supervisors does the incumbent have in Utah and how many in Wyoming? Please include dates of hire if we are required to retain them.

The staffing approach is at the discretion of the offeror.

2 Reference RFP Proposal Submission Requirements (pages 55/83 and 56/83) – Please note that page 55 of the RFP states: “Submissions shall be made via hard copy, including electronic copy on CD” and page 56 states: “Offerors shall also submit one (1) complete electronic copy on CD of both the price and technical proposal.”

Question: Is there a preferred file format for the electronic (CD-ROM) versions of the proposal documents?

Electronic copies may be submitted in PDF, Word, and Excel electronic formats. It is requested that pricing information be submitted in Excel or similar format.

3 For the CD-ROM submissions, can offerors submit some of the materials in PDF format (for example, ORCA reports which are commonly packaged in PDF format, etc.)?

See Answer 2

4 Reference RFP Proposal Submission Requirements (page 56/83) – Please note that page 56 of the RFP states: “Standard Form 1449, Solicitation/Contract/Order for Commercial Items – When responding to this RFP the Contractor must use the Standard Form 1449 as a cover page to the proposal.”

Question: Should Offerors include only the first page of the SF1449 or should they include all Continuation pages as well?

Reference page 62, Price Proposal, for pricing requirements.

5 Since the Continuation pages of the SF1449 contain CLIN information, we assume that, if the Continuation pages are to be included as part of the cover page, that CLIN pricing information should not be included as part of the cover pages. Is that correct?

Reference page 56, Proposal Submission Requirements, of the solicitation.

6 Reference RFP Proposal Submission Requirements (page 56/83) – Please note that page 56 of the RFP states: “3. Page Limitation - Excluding the cover page and past performance forms and questionnaires, the technical proposal (covering all non-price factors) is limited to twenty (20) pages in at least 11pt.

font and 1” margins. Pages in excess of this limitation will not be evaluated.”

Question: From the requirement cited above, it sounds like the past performance questionnaires are not counted against the 20 page limit, but are to be included in the Technical Volume. The instructions to Attachment 4 (Past Performance Questionnaire) specifically state that the completed Questionnaires are to be submitted via email to the DHS Contracting Office. Is this correct?

That is correct

7 We request that the following be excluded from the 20 page limit in the Technical Proposal: Page(s) including the SF1449, page containing information in compliance with FAR 52.212-1, Transmittal Letter, Table of Contents, Listing of Tables, Figures, and Illustrations, Compliance Matrix and notes to the Contracting Office that describe the packaging of the proposal (i.e., non substantive information) included in the proposal.

8 Can offerors use a slightly smaller pitch (such as 10 pitch) for information included in tables and figures?

Reference page 56, Proposal Submission Requirements, of the solicitation.

9 Reference RFP Proposal Submission Requirements (page 58/83) – The RFP requires that project information be included in Past Performance Section of the Technical Proposal using the Government’s Attachment 3 form. The font/pitch in Attachment 3 is 10 pitch Times New Roman.

Question: Can this smaller font/pitch (i.e., 10 pitch) that the Government uses for Attachment 3 be used in the Offeror’s proposal?

10 Reference RFP Proposal Submission Requirements (pages 24/83 and 59/83) – Please note that page 59 states: “2. Management Approach: FPS desires that offerors provide management strategies and proposed solutions demonstrating how they will result in better value to the government. In response to this Evaluation Factor, offerors shall address Quality Assurance, Transition, Staffing and Continuity of Operations.” Page 24 of the RFP, on the other hand, states: “4. Continuity of Operations Plan (COOP) Implementation – The Contractor shall submit a COOP to the Government as a post-award

Page 59 is corrected under Amendment No.

000004 deliverable.” We have reviewed the RFP thoroughly and it appears that there are no submission requirements for Offerors to submit a Plan for Continuity of Operations, rather such materials are to be submitted by the Contractor following award of the contract.

Question: Please confirm that the Continuity of Operations Plan is a post- Award requirement and that Offerors do not need to submit a response to the Continuity of Operations requirements as part of their proposal.

Will contractors be permitted to request Service Contract Act Price Adjustments under FAR 52.222-43 for SCA employees not required for contract performance, I.E. Administrative positions? If not, should contractors include a reasonable escalation of wages and benefits for these positions as indicated in RFP Section: Contingency Prices #3?

The primary services are for Protective Security Officer (Guard II) services. The pricing approach for General and administrative or overhead is at the discretion of the Offeror.

12 Should contractors proposed Basic Service Rate be state specific, or does the government request one (1) blended rate for all Basic Services covered under this contract?

Separate rates should be offered for both states.

Can you tell me whether or not firms will need to be state licensed security firms to operate under this contract?

The contractor shall have a valid license upon award of contract.

Multiple references to “Key Personnel” and “Non-Key Personnel” in the RFP – There are multiple references to “Key Personnel” throughout the RFP. Most of the guidelines and instructions about Key Personnel and Non-Key Personnel appear to apply to these positions for the Contractor awarded a contractor rather than to offerors.
