HSHQW8-11-R-00002

PSO SERVICES FOR STATES OF UTAH AND WYOMING

QUESTIONS & ANSWERS

QUESTION
ANSWER
1
On page 24 of the SOW, it shows that Top Secret clearances may be required; however, the post exhibit does not list any posts as having other than DHS Suitability; are top secret clearances, or a facility clearance required for this contract?

Does this contract require a secret clearance?

Does this contract require a top secret clearance?

An updated SOW was posted to FEDBIZOPS on 10/28/11. Please refer to SOW listed as Attachment 1, Amendment 000001. Only DHS Suitability clearances are needed at this time.

2
Para 5.4.2.4(a) states contractor must have a Facility Clearance prior to submission of proposal; Para 5.4.2.4(b) states FPS “may” sponsor a contractor who does not have such clearance.” Again, is a facility clearance required?

See Answer 1.

3
Para 6.1.1 states: “COTR has discretion to accept or deny proposed exemptions for previous training and/or certifications obtained under another FPS contract. Previous training and certification documentation and/or credentials must be valid and meet requirements of this contract to be considered.”

Under what circumstances would the COTR “not accept” evidence of training completion by an incumbent employee transitioning to the new contract if the training requirement of the previous contract and the new contract were the same?

The COTR may accept evidence of training and certification documentation and/or credentials that are valid and meet the requirements of the contract.

4
For example, presuming the training syllabus for Basic Training for the current contract is the same as the basic training syllabus for the new contract; would there be “any reason” why the COTR would not accept and grandfather the course completion record to the new contract?
Yes. For example, if it came to light the training wasn’t conducted properly then the personnel would have to be trained properly.
5
Are there any differences between the Basic Training Course completed by the incumbent guard force under the current contract and the Basic Training Course required for the new contract?

Yes. However, incumbent PSOs are not required to take the course again.

6
Is there any difference between the Initial Weapons Training and Qualification Course in the current contract and the Initial Weapons Training Course in the new contract?

Yes

7
Is there any difference in the Government Provided Orientation Training in the current contract and the Government Provided Orientation Training required in the new contract?

Yes

8
Is there any difference in the written exam between the current contract and the new contract?

Questions are subject to change to keep the exam fresh.

9
Para 6.4.1.2 states: Required training includes both, recurring and “one-time only” courses. If completed successfully, one-time only courses are not required to be repeated during contract period. Onetime only courses are:

_ Contractor-Provided Basic Training (Exhibit 4B)

_ Contractor-Provided Initial Weapon Training and Qualifications (Exhibit 4C)

_ Government-Provided Orientation Training (Exhibit 4G)

_ Government-Administered Written Exam (Section 6.5)+

Is this paragraph properly interpreted to mean that “if” an employee completes the one time training requirements “within the new contract period”, the employee will not be required to repeat the course?

Or, does this mean that these courses are “grandfathered” into a new contract period for incumbents transitioning to the new contractor?

When contract employees transfer from one contractor to another and the training files are transferred and are documented with the “one time training” then the course does not have to be repeated. If there is NO documentation of the training then the employee must re-take the training.

10
Para 6.7.2.1 states that all PSOs must attend FPS Orientation prior to standing post; was this a requirement of the current contract as well?

Incumbent personnel who attended orientation under the current contract will not have to re-attend under the new contract.

11
Will the incumbent PSOs have to re-attend FPS Orientation under the new contract?
Incumbent personnel who attended orientation under the current contract will not have to re-attend under the new contract.
12
Para 6.7.3.1 states that all PSOs must attend and pass an exam for Screener Training. As this is not listed as a “one time” course, does this mean that any transitioning PSOs will have to re-attend this training?

Yes, this is based upon post assignments.

13
If the answer above is “yes”; and since the FPS conducts this training, will the FPS conduct this training at times and days of the week that accommodate transitioning PSOs work schedules so as not to interfere with the current contractor’s work?

Yes this will be coordinated.

14
Or, since this training is annual, does this mean that all PSOs would simply attend at their regular training-anniversary date?

No this is new requirement and based upon post assignment.

15
Para 6.8.1 addresses CPR/1st Aid/AED training. Since the certification cards indicate the date of expiration/date completed, may bidders presume that these courses do not need to be completed during transition but instead upon expiration?

Yes when the card is going the expire the training needs to be completed

16
Para 9.21: Is PTS active and utilized?

PTS is not operational at this time.

17
Para 13.5: PIV Cards. At what locations are these cards issued? Is the contractor required to reimburse employees for travel, per diem, wages if required to travel to get this card?

Presently the locations are Casper and Cheyenne, WY, and Salt Lake City, UT. Additional locations may be added a later date.

18
Para 14.4. Are clearing barrels to be provided “on site”?

No.

19
Are shotguns required at any posts?

Does the contractors have to supply shotgun to the PSO, if so, how many shotguns are required?

No posts require shotguns at this time.

20
Will all PSO’s including incumbents be required to take the Physical Abilities Test/Physical during transition?
PSOs will be required to take the Physical Abilities Test/Physical upon expiration of the certification
21
Will the 9mm handgun require all incumbent PSOs to attend platform change (8 hours) training?

No. The incumbent PSOs are using semi automatic 9mm pistols.

22
It should be noted that the Wage Determinations published in the RFP are dated June 2011. If the DOL issues a revised wage determination prior to contract start, will the contractor be able to submit an REA if a subject Wage Determination is incorporated into the contract after award but prior to the contract start date?

New wage determinations and resulting price adjustments will be addressed in accordance with the Service Contract Act as implemented by the FAR.

23
The hours estimate indicates that upwards of 90+ FTE will be required for the Utah posts; however, the incumbent contractor’s

seniority list only has 40 FTE listed with no new hires since 2007; is the list accurate or missing data?

Attachment 8, Seniority List, is two pages long. The second page includes the remainder of Utah FTEs.

24
Post 239B at location UT 0017 states 614 days (S,S,Holidays); should this be 114?
This post is split between 3 times. M-F 0000-0300 (250 hours) & 0500-0000 (250 hours) and then on SAT, SUN & Holidays 0000-0000 (114 hours)
25
To enable proper FTE computation, should not the number of days for 5 day posts be 251; if there are 104 weekend days and 10 holidays, then would it not follow that 365-114 = 251?
There are 250 days starting 4/1/12 – 3/13/13 - 21,22,21,21,23,19,22,20,20,21,19,21 = 250

95
The SF1449 represents a 5% increase in recurring and TAS hours for each option period. Is this annual increase based on knowledge of new posts/facilities or changing post hours or is it just an estimate that may or may not occur?
See Answer 68

Supervisory cost should be captured in your Overhead cost. The contractor is responsible for how to incorporate into their pricing. It is NOT an allowable cost under a SCA wage adjustment.

97
Management Approach: Supervision

1. What is the FPS goal for appropriate Supervisor to PSO ratio?

2. What is the current Supervisor to PSO ratio on the contract?

Are there any re-occurring performance issues with the current contractor?

This is at the discretion of the Offeror.

98
Will incumbent PSO have completed PAT by time of award?
No, this is a new requirement
99
Medical Standards

There appear to be new medical standards from previous SOW’s (i.e. Vision & Hearing, etc). Must PSO’s meet these new standards at start up (requiring new contractor to schedule and pay for services for non-employees during the transition period) or will the new standards be applicable with the next 3 yr medical/drug screen for the individual PSO?

As the medicals expire they will have to meet the new standard.

100
Pre-Employment Drug Screening

Does this refer to the initial pre-employment drug screening required when PSO was first hired on the contract or does it refer to pre-employment for each successor contractor as the contract changes vendors?

This is intended for new hires. The company will need to show that all new hires have been drug tested.

Incumbent PSOs do not currently have PIV cards.

No this is suggested as a good work practice and a way to ensure proper relief of the off going person. Paragraph 9.21.4 does not state prior or after but does state “within 10 of scheduled post time.” The contractor will not be paid for time PSOs are not actually standing post.
