Answer: The contract number is HSHQEC-11-D-00005, which has a current value of 36,979,649.81. Offerors shall note that the instant RFP’s requirement is different than the current requirement.
13. What is the current dollar value?
Answer: Refer to Question 12 answer.
14. The hours listed in the CLIN’s versus the hours listed and tabulated for each building location, there seems to be a significant discrepancy/variance in the totals between the two?
Answer: This is an IDIQ contract. The government is only obligated to order the minimum order amount and may order up to the maximum amounts specified on the SF 1449. Vendors should price the hours set forth within the SF 1449 versus the hours set forth within the post exhibit. The Post exhibit represents anticipated requirements at this time and is subject to change. Please refer to page 45 of the RFP “Maximum Quantities.”
15. The hours listed and tabulated for each building location, there seems to be a significant discrepancy/variance in the totals between the two
Answer: Refer to Question 14.
16. There was mention at the meeting of a separate price element break down by location or CBA/WD. Can the Government clarify if they would like a break down by location or CBA/WD? In addition, will they still require a consolidated price element break down for the entire contract.
Answer: Yes, please use one attachment 6 for each building as stated in Amendment 0003, paragraph “A.” There will not be a requirement for a consolidated price element break down for the entire contract.
17. Reference: RFP HSHQEC-16-R-00006, Solicitation Provisions, Section “FAR 52.212-2 Evaluation – Commercial Items (Oct 2014) (Tailored),” Subsection, “Price Proposal #6.
B,” reads in part, “To ensure submission of an adequate price element breakdown for purposes of this RFP, the government suggests the contractor complete the attached worksheet “price element breakdown” (Attachment 6).” Question: Is it the Government’s intent that Offerors submit a separate model for price realism worksheet for each building?
Answer: Yes, please use one attachment 6 for each building as stated in Amendment 0003, paragraph “A.”
18. Reference: RFP HSHQEC-16-R-00006, SOW Section 12.2.4, reads in part, “Temporary Additional Service (TAS) is a request created in response to an identified security requirement, such as special events, extended facility work hours, special hearings, and malfunctioning or damaged security countermeasure. Will the Government provide the historical usage of TAS hours at each building?
Answer: No
19. Attachment 9, Proposal Checklist for Offerors. Attachment 9 does not include the Attachment 8 Field Level Supervision Exhibit as a proposal submission requirement.
Please confirm that the Field Level Supervision Exhibit is required as part of the Management Approach and that it does not count toward the 20 page limitation.
Answer: An updated Attachment 9 was issued under Amendment 0002 which contains the Field Level Supervision requirement. Attachment 8 “Field Level Supervision” does not count against the 20 page limitation.
20. In Attachment 6, there is one column for all hours and costs for the PSO position. The CBAs have rates for both PSO and Lead PSO positions. Is it the intent of the government for the offeror to consolidate those positions into the one column only, or would the preferred methodology be to include a column for each labor category per the CBA, and have those roll up to the column in Attachment 6, in order to verify that the rates in the CBA were used in the pricing for all periods. In addition, should non-CBA supervision that is directly allocable to a building, and not spread over all locations be included in the non-PSO labor, or be part of the PSO hours? Please, advise.
Answer: The Government does not have a specific requirement for Lead PSOs/Sergeants, the standard PSO rate still applies to them as the minimum required wage rate. However, each vendor should use its own discretion in determining and pricing the staffing to be proposed to meet the contract requirements. Vendors should note that only the PSO rate will be incorporated into the contract and be subject to price adjustment in accordance with the Service Contract Act (SCA) (see FAR 52.222-43).
Accordingly, the Lead PSO/Sergeant rates will not be incorporated into the contract; and therefore, are not subject to price adjustment in accordance with the SCA. If a vendor determines to propose Lead PSOs/Sergeants, then these positions should be considered Non-PSO Positions and priced on the Non-PSO Position worksheet of Attachment 6.
Vendors should provide a narrative on the Non-PSO Position worksheet describing the basis of estimate for the proposed Lead PSO/Sergeant costs. Supervision should be included in the non-PSO labor of Attachment 6
21. As part of Attachment 6, there will be PSO positions that are both PSO and Lead PSO positions that make up the staffing per the CBA. For Buildings where there are multiple labor categories, to ensure that the rates in the CBA are used, is it the intent to have a separate column for each of the different labor categories that make up the PSO labor rate.
Answer: Refer to Question 20 answer.

Vendors shall note; however, that SOW Section 9.3 states that the contractor must use an” electronic time and attendance system” vs. “data collection devices.”
c) If the contractor supplies the devices, will the Government provide a location, power and internet connectivity to allow these devices to gather the information requested?
Answer: Please refer to government response to question 34b. As such, the Government will not provide a location, power and internet connectivity for data collection devices.
d) If the PTS is installed, does it work in parallel with the electronic time and attendance system, and if so how will it be reconciled to that system? Can the contractor run reports on the PTS to reconcile with the electronic time and attendance system and the 139s?
Answer: Offerors shall assume that the PTS will not work in parallel with the electronic time and attendance system and therefore should also assume that the contractor cannot run reports on the PTS to reconcile with the electronic time and attendance system and the 139s.

Answer: Depending on when the Officers have completed their last medical exam they most likely have completed the most recent medical and physical requirements.
