Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

A. The purpose of this amendment is to provide answer questions submitted by industry as follows:

Question 1: Would the Government allow the awarded company ample time to obtain a facility clearance?

Government Response: The solicitation is clear on its face. Contractors shall refer to RFP section 5.4.2.4(a) for the security clearance requirements that pertain to this solicitation.

Question 2: Our firm has been approved for a Secret Clearance; however our current status is on hold as our firm does not have a current contract that requires clearance. In terms of submitting a response to this Solicitation, however, because of our hold status, do we still qualify to submit, or would our proposal be considered nonresponsive because we did not have an Active Clearance at the time of submission?

Government Response: See Government Response to Question 1

Question 3: Can you please send a copy of the pre-proposal attendance list for our information and records?

Government Response: No. The requested information is not required to submit technical and price proposals in response to the RFP.

Question 4: Will the Government please clarify the level of Facility Clearance (if any) required for this effort?

Government Response: The solicitation is clear on its face. Offerors shall reference RFP section 5.4.

Question 5: If a Facility Clearance is required, will the Government sponsor the successful offeror for the Facility Clearance?

Government Response: The solicitation is clear on its face. Contractors shall refer to RFP section 5.4.2.4(a) for the security clearance requirements that pertain to this solicitation. In accordance with Section 5.4.2.4(a), the contractor must possess the facility clearance required by the RFP prior to the submission of proposal.

Question 6: Will the Government please specify the frequencies that are to be utilized as the cost for radio equipment will vary depending on the frequency?

Government Response: The government does not specify the required radio frequencies. The contractor may use whatever radios they determine can operate within the range specified.

Question 7: Will the government provide a phone/ fax line or internet service in the Government provided office space?

Government Response: The current stakeholder allows the use of internet, telephone and fax line for vendor use within government space but reserves the right to deny that usage at any time. The Government will not pay for the installation or operation of any of these features.

Question 8: If not Government provided, will the Government allow the contractor to install a phone/fax line and procure internet service at the Government facility?

Government Response: See Government Response to Question 7

Question 9: Would push-to-talk cell phones meet the Portable Radio requirement?

Government Response: Push-to-talk cell phones do not meet the requirements of the portable radio requirement.

Question 10: Will the Government please clarify if training/classrooms will be available for Contractor use during the required Contractor Provided Training Sessions?

Government Response: No, training/classrooms will not be available for Contractor use during the required Contractor Provided Training Sessions. Training classrooms for all contractor provided training must be provided by the contractor.

Question 11: Will the Government please clarify if the Standard Form 1449 should be the cover for both the Price Proposal and the Technical Proposal?

Government Response: Per the Proposal Submission Requirements, the Contractor must use the Standard Form 1449 as a cover page to the proposal. Proposals shall be comprised of TWO (2) separate sealed envelopes. The first envelope shall contain five (5) copies of the technical (non-price) submission. The second envelope shall contain the original and one copy of the pricing submission and all other documents required by the solicitation (e.g. SF 1449, Pricing Schedule, Price Element Breakdown, Disclosures, Representation & Certifications, Subcontracting Plan (if applicable), etc.). Both of these envelopes should then be sealed in a third envelope that clearly identifies the RFP for which it is being submitted. Please include the cover page within the third envelope.

Question 12: SF1449 block 9 says to mail the proposal to 701 Market Street, Suite 4200. The pre-proposal conference presentation says 701 Market Street, Suite 3200. Please confirm the correct address for sending proposals.

Government Response: Block 9 represents who the solicitation was issued by and does not represent where the proposal shall be delivered to. Per the solicitation provisions, ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS (FEB 2012), submissions shall be made via hard copy to:

U.S. Department of Homeland Security FPS Acquisitions Division 701 Market St., Suite 3200 Attn: Nadya Popil Philadelphia, PA 19106

Question 13: Item L on the Q&A amendment states the weapons that incumbent PSOs are armed with. Can you specify which site has which weapon?

Government Response: VA0316 and VA0301 = Glock 17 9mm; VA0382 and VA1551 = Smith and Wesson M&P 9mm.

Question 14: Item X on the Q&A amendment states, “The contractor is responsible for all costs associated with obtaining and renewing the suitability for employees under this contract.” What is the cost per PSO for the Minimum Background Investigation for the contractor?

Government Response: The vendor shall be responsible for the costs associated with submitting the paperwork to the government for processing and investigation. The government incurs the cost for the Minimum Background Investigation per PSO.

Question 15: Amendment 003 provides Offerors with a revised Field Level Supervision Exhibit. Does FPS intend that the minimum level of supervision indicated above is ONLY for VA0301, located at 5107 Leesburg Pike, and we must develop a plan for additional supervision for the other three locations; or is this minimum level of supervision intended for all four locations?

Government Response: The minimum level of supervision indicated on the revised Field Level Supervision Exhibit is only for VA0301. Offerors should review the Management Approach section of the Solicitation Provisions in order to address how to develop their proposed supervision for all other sites under this RFP.

B. VA0822 is hereby added to this requirement. The attached revised SF1449 includes Contract Line Item Numbers (CLINs) for Protective Security Officer (PSO) Services and for Temporary Additional Services (TAS) for this site for the base and all option years. Please utilize the revised SF1449 in your proposal.

Further, the applicable wage determination that is associated with this site is WD 05-2103 (Rev.-13), dated 06/19/2013, which has already been incorporated into the solicitation. In accordance with the solicitation requirements, vendors wishing to receive a copy of the post exhibit must submit a Non- Disclosure Agreement (NDA). Vendors that have already submitted a NDA to this office may obtain the updated post exhibit by submitting an email request to both Thomas Schrank, Contracting Officer, at Thomas.Schrank@hq.dhs.gov and Nadya Popil, Contract Specialist, at Nadya.L.Popil@hq.dhs.gov.

C. The due date for proposals remains unchanged at May 8, 2014 at 12:00 PM EST.

D. All other solicitation provisions shall remain unchanged.
