Explanatory Notes
Note 1 - Rates
Note 2 - Other Direct Element Pricing
Signature and Title of Preparer
For the purpose of this price breakdown model, these elements should be separately broken out as shown, even if it is the contractor's accounting practice to include these items in their Overhead and/or G&A rate. However, the contractor should reduce their reported Overhead and G&A amounts for the impact of these separately identified price elements to the extent they are already included in their Overhead and G&A. This will ensure that price elements are not duplicated in the breakdown.
When a weighted average of wage rates is used, the contractor shall explain the basis of their computations in this text box.

Instructions for the Price Element Breakdown Template
Introduction
This Price Element template is a Microsoft Excel based pricing tool that provides a standardized format for costing a PSO labor hour rate. The template was designed to assist contractors in pricing their proposal. Contractors choosing to use the template should only complete those cost elements, which apply to their proposal. The cost data provided in these worksheets are considered other than certified cost pricing data as discussed under FAR 15.403- 5(b)(2).
Instructions for Completion
1. Please provide the name of your company and the solicitation number for your submission in the header section of the “Model for Price Realism” worksheet.
2. Note that the Price Breakdown file contains five worksheet tabs entitled, “Model for Price Realism”, “Relief”, “Non-PSO Position”, “WDTP X Ray Screening”, and “WDTP Non X Ray Screening”. The offeror shall input the cost amounts for those elements listed on the template that apply except for the Non-PSO Positions.
3. Cost data for the Non-PSO Positions shall be entered under the “Non-PSO Position” worksheet tab as instructed by the notes found on the worksheet. Total costs for the Non- PSO positions identified under the “Non-PSO Position” worksheet tab will automatically populate the “Model for Price Realism” worksheet tab under the Non-PSO Position line item.
4. The “Relief” worksheet tab does not self-populate to the “Model for Price Realism” worksheet tab. The purpose of the “Relief” worksheet is to provide specific cost data regarding relief and breaks that was included in the offeror’s proposal. The “Relief” worksheet tab provides detailed instructions on completing the worksheet and required narrative on the basis of estimate. Note that the narrative requires that the offeror identify which cost elements from the "Model for Price Realism" worksheet contain the break and relief costs included in each identified element. For example, if the Relief line item from the “Model for Price Realism” includes $1,000 for paid break costs and $200 for Relief Officer travel, the offeror would identify as such in their narrative. If the wages, taxes, and fringe cost elements include $1,200 for the PSO relief costs, such amounts shall be identified in the narrative. The narrative also requires that the offeror detail the basis of estimate for determining the paid break and/or lunch hours priced into the proposal.
5. The “WDTP X Ray Screening” tab gathers additional pricing information regarding the number of supervisors (direct) and PSOs that are included in your costs for the WDTP X Ray screening training. Cells E6, K6, Q6, W6, AC6, and AI6 (Total Training Cost for

Instructions for the Price Element Breakdown Template
WDTP X Ray Screening Training) will automatically populate the corresponding cells for Row 58 (Training - X Ray Screening training) on the “Model for Price Realism” tab.
The “WDTP X Ray Screening” tab also requires the offeror to describe the basis of estimate for Total Training Cost for WDTP X Ray Screening Training for supervisors and PSOs by period. This information may be used for Government Price Realism evaluation purposes.
6. The “WDTP Non X Ray Screening” tab gathers additional pricing information regarding the number of PSOs that are included in your costs for the initial eight hour WDTP Non X Ray Screening training and the eight hour WDTP Non X Ray Screening annual refresher training. Cells E6, K6, Q6, W6, AC6, and AI6 (Total Training Cost for WDTP Non X Ray Screening Training) will automatically populate the corresponding cells for row 59 (Training – Non X Ray Screening Training) on the “Model for Price Realism tab.
The “WDTP NON X Ray Screening” tab also requires the offeror to describe the basis of estimate for Total Training Cost for Non WDTP X Ray Screening Training for PSOs by period. This information may be used for Government Price Realism evaluation purposes.
7. Rows 8, 17, 33, 41, 83, 89, and 93 of the “Model for Price Realism” worksheet tab automatically calculate applicable totals, therefore data should not be inputted into these rows. Row 95 automatically calculates the labor hour rate applicable to the inputted data;
therefore data should not be inputted into this row.
8. Rows 79-81 provide for the option to insert “Other” price elements, which are not included in the standardized listed elements. If including “Other” price elements, list a descriptor of each element in the applicable worksheet cell. If additional “other” price elements are needed for the breakdown, please insert rows under 81 and list the additional elements.
9. Additional worksheets may be provided to explain any subsidiary calculations used to determine the pricing amounts in the template.
10. The worksheet is not locked and may be adjusted by the offeror as appropriate.
